IFT Plenary meets with the President of the National Commission of Markets and Competition in Spain

 

  • They exchanged views on competition and regulation in the telecommunications sector
  • They resolved to work together towards the establishment of a cooperation agreement on economic competition and regulation in the field of telecommunications, broadcasting and the audiovisual media.

 

Today, the Plenary of the Federal Telecommunications Institute (Instituto Federal de Telecomunicaciones, IFT) met with José María Marín, President of the National Commission of Markets and Competition (Comisión Nacional de los Mercados y la Competencia, CNMC). Both institutions are, in their respective countries, both regulators of the telecommunications and broadcasting and competition authorities of the same, so that during the meeting both sides expressed their intention to work towards the establishment of a collaborative agreement in their common responsibilities.

President Marín Quemada took the occasion to lecture the IFT officials the main conference "Managing the competition and regulation: the case of the CNMC" on the functioning of the European framework of competition and the importance of the CNMC role to ensure competition and regulate markets and production sectors of the Spanish economy.

Thus, through meetings with other regulators and competition authorities, the IFT strengthens and updates its knowledge of the regulatory frameworks of other countries, and leverages these relationships to adopt international best practices for the benefit of consumers and users.

El día de hoy, el Pleno del Instituto Federal de Telecomunicaciones (IFT) sostuvo una reunión con José María Marín, Presidente de la Comisión Nacional de los Mercados y la Competencia (CNMC). Ambas instituciones son, en sus respectivos países, tanto reguladores de los sectores de telecomunicaciones y radiodifusión como autoridades de competencia de los mismos, por lo que durante el encuentro ambas partes expresaron su intención de trabajar con miras al establecimiento de un acuerdo de colaboración en materia de sus atribuciones comunes.

El presidente Marín Quemada aprovechó la visita para dictar a funcionarios del IFT la conferencia magistral “Gestionar la competencia y la regulación: el caso de la CNMC”, sobre el funcionamiento del marco europeo de competencia y la relevancia del papel de la CNMC para garantizar la libre competencia y regular los mercados y sectores productivos de la economía española.

De esta forma, a través de reuniones con otros reguladores y autoridades de competencia, el IFT fortalece y actualiza sus conocimientos sobre los marcos regulatorios de otros países, y aprovecha estos  lazos para adoptar las mejores prácticas internacionales en beneficio de los consumidores y usuarios.

  • As a result of the transaction, AT&T will be the third operator in the provision of services of mobile telecommunications, measured in terms of end users

The Plenary of the Federal Telecommunications Institute (Instituto Federal de Telecomunicaciones, IFT) decided to authorize, subject to compliance conditions, the concentration by which AT&T acquired the company Grupo Nextel in Mexico. As a result, mobile telecommunications service, AT &T will be established as: the third operator with the largest number of users; the second with higher incomes; and the first with possession of radio spectrum allocated to date. In terms of end users, the main competitor is Telcel, whose participation is six times greater than what AT&T acquired with the Grupo Nextel acquisition.

AT&T, through the acquisition of mobile business Iusacell/Unefon held in January 2015 of determined concentration yesterday, will accumulate on average 42% of the radio spectrum allocated to date for mobile telecommunications services.

The concessioned spectrum to companies of Grupo Nextel that AT&T will acquire through concentration, approximately 41.1% are located in the frequency band called “trunking”.

To use this portion of the acquired spectrum in the provision of commercial mobile telecommunications services, on terms comparable to those offered in other bands, AT&T will have to make significant changes in the infrastructure and technology of the existing network acquired from Grupo Nextel.

Therefore, incentives are identified for AT&T to make investments in the deployment and modernization of existing networks that purchases of Grupo Nextel, which improvements are planned in the supply of mobile telecommunications services in Mexico.

In addition, it was identified that in the short and medium term the current and potential participants, the interested in providing wholesale mobile telecommunications services and to end users can access to radio spectrum will be allocated as follows: 90 MHz in the frequency band 700 MHz (digital dividend); 80 MHz in the band known as AWS and its extension, and 130 MHz in 2.5 GHz band.

Therefore, the Institute determined that the accumulation of spectrum arising from the concentration analyzed does not limit or restrict the possibility that, in the short and medium term, other participants, current and potential have access to this input.

IFT releases the main findings of the first quarterly survey about consumer patterns, satisfaction elements and experience of users of telecommunication services

 

  • The information obtained through surveys, will allow the IFT to identify the needs and interests users of mobile services, fixed telephony, restricted TV and Internet
  • 4,017 telephone and face to face interviews were applied based on a representative random sampling across the country, between December 2014 and January 2015

 

The Federal Telecommunications Institute (IFT) presents its first quarterly survey to find consumption patterns, elements of satisfaction and telecommunications user experience, which provides information about the services that users receive in the country.

The survey was conducted by telephone and 4,017 face interviews based on a sample representative random nationwide between December 2014 and January 2015, focused on the mobile telephony, fixed telephony, restricted television and the Internet, in which users with disabilities are included. Databases of the National Institute of Statistics and Geography (Instituto Nacional de Estadística y Geografía, INEGI) were used associated with the last Census of Population and Housing 2010 and the database of the Numbering National Plan.

These were some of the most important results:

1. Six in 10 people do not make a comparison of telecommunications services that they want to hire.

2. In fixed telephony, price is one factor that users weigh more when they hire a service.

3. The recruitment process for the fixed telephone service has large areas of opportunity, it is regarded as "difficult" by at least 66% of the respondents.

4. Most users hires the fixed telephone service in one double play package to have Internet service.

5. The disappearance of charges for long distance in 2015 was known for about 80% of the users surveyed.

6. In terms of fixed telephony, the most important elements in determining satisfaction of the user focus on service quality, the price level, ease of making and receiving calls and the clarity of the bill.

7. Spontaneously, the coverage is the most important when choosing the wireless carrier element for both users of prepaid and postpaid service.

8. A third of mobile phone users surveyed said they have thought to contract the service with a different provider company, however, they have not do it yet because a lack of time.

9. About 50% of respondents reported using the mobile phone at least two hours a day.

10. For mobile phone service, users surveyed said that the more important items in determining customer satisfaction focus on the quality of the calls, the prices level, attention in terms of sales service and facility to send and receive text messages.

11. About 90% of Internet users surveyed said they used this service at least two hours daily. However, when users connect outside home, 62% use up to two hours maximum.

12. 38.6% of users surveyed are using the public Wi-Fi to access the Internet from their mobile.

13. With regard to Internet service, the most important elements to determine the user satisfaction focus on the quality of the video playback and overall quality, and the level of prices and service continuity.

14. 70% of those surveyed said that at least two hours a day, watch restricted television at home.

15. With regard to the restricted television service, the most important elements to determine the user satisfaction focus on service quality, the prices level and the availability of additional pay services.

The information obtained through surveys, will allow the IFT to have a diagnosis target on the needs and interests of users of mobile services, fixed telephony, restricted TV and Internet.

The Household Survey on Availability and Use of Technologies Data showed that in April 2013, 49.4 million of people are computer users and there are 46.0 million Internet users in the country.

The National Institute of Statistics and Geography (Instituto Nacional de Estadística y Geografía, INEGI) reported that users Internet recorded an increase of 12.5% ​​over 2012. Of all Internet users, the population group aged between 12 to 34 years, the most used service is Internet, with a share of 62.6 percent.

In Mexico there are 11.1 million households equipped with computer, accounting 35.8% of all households in the country and represents an increase of 13.3% compared to 2012.

The survey also showed that entities such as the Federal District, Baja California and in Baja California Sur there are five out of ten households with a computer, while Chiapas and Oaxaca there are less than two in ten households that have access to this equipment.

INEGI reported that in terms of connectivity, 9.5 million households have Internet, representing 30.7% of the total in Mexico, which means growth of 20.6% over 2012.

The survey can capture the main points of access; thus, among the set computer users, the most frequently reported in 2013 were: home (58.9%), public (33.0%) and at work (22.7%) site.

When considering the composition of computer users by gender, men have a share of 49.9% and 50.1% for women; with regard to the Internet users, women represent 50.0% and men 50.0 percent. Considering the three main uses of the Internet that captures the survey, predominated the ones used to get general information (64.3%), followed by the group that used it for communication activities such as messaging or receive e-mail (42.1%) for entertainment (36.2%), and which used to support school activities (35.1%).

The survey measures the availability of digital televisions in homes and reportedly 25.8% of all households have one, representing an increased 23.4% over last year. Of all households, 69.0% said to have only analog TV type.

HOUSEHOLD SURVEY ON AVAILABILITY AND USE OF

INFORMATION TECHNOLOGY, 2013

 

The National Institute of Statistics and Geography (Instituto Nacional de Estadística y Geografía, INEGI) has disseminated the results of the Household Survey on Availability and Use of Information Technology 2013, raised during the month of April this year. The information technology and communications (ICT) have shown contributing efficiently to improve communication possibilities between individuals and families, and develop new skills and ways of knowledge, which is necessary to know the use that individuals make these technologies: how and why they use, how often they do and impact on everyday life.

The dissemination of the results of the module on Availability and Use of Information Technologies in Households, (Módulo sobre Disponibilidad y Uso de las Tecnologías de la Información en los Hogares, MODUTIH) presents 2013 information by state on the subject concerned. This effort increase the availability of information to the national level was made possible by support and collaboration of the Coordination of Information Society and Knowledge of the Secretariat of Communications and Transportation.

I. HOMES

The survey estimated a total 11.1 million homes equipped with computer, corresponding to 35.8% of all households. This figure expresses an increase of 13.3% from the survey in the previous year.

As for connectivity, 9.5 million households were connected to the Internet, representing about one third of the national total (30.7%); showing an increase of 20.6% over 2012.

State results reflect significant differences in the availability of ICT goods. As for the availability of computer and Mexico City the states of Baja California Sur and Baja California have ratios five out

 

 

of every 10 households with equipment; while the states of Chiapas and Oaxaca have lower proportions two of 10.

Internet access in homes is also heavily differentiated. While mostly the northern borderstates countries, including the Federal District and Quintana Roo, averaged 44 percent; Chiapas, Oaxaca, Guerrero, Tlaxcala, Hidalgo and Michoacán averaged 15.7 percent.

The survey also provides an estimate of the availability of digital and analog televisions in homes, based on prototype images these teams to identify their availability in the home. The uprising 2013 estimated that 25.8% of all households have a digital type receiver. This represents an increase of 23.4% over the last year; also that 69.0% of households declared to have only TV analog type.

While 25.8% of homes have digital TV type, more than a half of the 32 states (17 of 32) are below that average. The four states with the highest averages are Federal District, Nuevo León, Baja California and Aguascalientes, registering percentages between 33.7% and 42.9 percent.

2. USERS

The survey estimated a total of 46.0 million Internet users, showing an increase of 12.5% ​​over the previous year.

As in the case of the computer, the majority of those using Internet was focused on young people aged 12 to 34 years, with a share of 62.6 percent. Moreover, the module also reports of 49,400,000 people who use a computer.

The survey can capture the main points of access; well, among the set computer users, the most frequently reported in 2013 were: home (58.9%), public site (33.0%) and at work (22.7%).

3. APPLICATIONS

Data from 2013 show that among the group of computer users, 92% also has Internet access. When considering the composition of ICT users by gender, the results of the survey showed a close participation among women (50.1%) and men (49.9%) in the use of computer, whereas in the gender composition among Mexican netizens, 50.0% were women and 50.0% to men.

The report of the three main places where Internet was used, highlights those associated with the home (55.9%), while 44.1% of the users declared outside the home.

Considering the three main uses of the Internet that captures the survey, predominated that used for general information (64.3%), followed by those who used to engage in communication as messaging or sending or receiving emails (42.1%), for entertainment (36.2%), and used to support the school activities (35.1%).

Only 5.7% of Internet users (a total of 2,649,053 persons) stated have completed at least one transaction (purchase or payment by this means) the twelve months preceding the interview. Of this total, less than half (1.19457 million people) reported having made online both types of transaction, both purchase and payment for a service.

4. USER NOTE

The Household Survey on Availability and Use of Technology Access information notices the users of these technologies as well as they number, the use given to these, in order to meet its penetration in the population and thus have a reference point for the definition of policies public in the field for the benefit of development.

Note that regarding the use of information technologies and communication technologies (ICT) by individuals, the international recommendations raise the convenience of collecting detail each applications; however, MODUTIH only captures the three main uses of the PC and the Internet. These are identified by the universal household respondent who also provide all the answers to the questionnaire by each resident household respondent.

The absolute figures are reconciled as 2013 projections CONAPO demographic April 2013. In due course be submitted appropriate adjustments to previous years.

  • El día de ayer, por unanimidad de votos, se autorizó la concentración sujeta al cumplimiento de condiciones
  • Como resultado de la transacción, AT&T será el tercer operador en la prestación de servicios de telecomunicaciones móviles, medida en términos de usuarios finales
  • AT&T debe presentar un escrito de aceptación formal de las condiciones impuestas

 

El Pleno del Instituto Federal de Telecomunicaciones (IFT) resolvió autorizar, sujeta al cumplimiento de condiciones, la concentración por la que AT&T adquiere a las empresas del Grupo Nextel en México. Como resultado, en el servicio de telecomunicaciones móviles, AT&T se constituirá como: el tercer operador con mayor número de usuarios; el segundo con mayores ingresos; y el primero con tenencia de espectro radioeléctrico asignado a la fecha. En términos de usuarios finales, el principal competidor es Telcel, cuya participación es seis veces mayor a la que adquiere AT&T con la adquisición de Grupo Nextel. AT&T, a través de la adquisición del negocio móvil de Iusacell/Unefon realizada en enero del 2015 y de la concentración resuelta el día de ayer, acumulará en promedio 42% del espectro radioeléctrico asignado hasta la fecha para servicios de telecomunicaciones móviles.

Del espectro concesionado a las empresas del Grupo Nextel, que adquirirá AT&T a través de la concentración, aproximadamente 41.1% se ubica en la banda de frecuencias denominada trunking. Para utilizar esta porción del espectro adquirido en la prestación de servicios comerciales de telecomunicaciones móviles, en términos comparables a los que se ofrecen en otras bandas, AT&T tendrá que realizar cambios significativos en la infraestructura y la tecnología de la red existente que adquiere de Grupo Nextel.

Por lo anterior, se identifican incentivos para que AT&T realice inversiones en el despliegue y modernización de las redes existentes que adquiere de Grupo Nextel, con lo cual se prevén mejoras en la oferta de los servicios de telecomunicaciones móviles en México.

Además, se identificó que en el corto y mediano plazos los participantes actuales y potenciales, interesados en prestar servicios de telecomunicaciones móviles mayoristas y a usuarios finales podrán acceder a espectro radioeléctrico que se asignará como sigue: 90 MHz en la banda de frecuencia de 700 MHz (dividendo digital); 80 MHz en la banda denominada AWS y su extensión, y 130 MHz en la banda de 2.5 GHz.

Por lo anterior, el Instituto determinó que la acumulación de espectro derivada de la concentración analizada no limita ni restringe la posibilidad de que, en el corto y mediano plazos, otros participantes, actuales y potenciales tengan acceso a este insumo.

El IFT publica los principales hallazgos de su primera encuesta trimestral sobre patrones de consumo, elementos de satisfacción y experiencia de los usuarios de servicios de telecomunicaciones

 

  • La información obtenida a través de encuestas, permitirá al IFT identificar las necesidades e intereses de los usuarios de los servicios de telefonía móvil, telefonía fija, televisión de paga e Internet
  • Se aplicaron 4,017 entrevistas telefónicas y presenciales, con base en un muestreo aleatorio representativo en todo el país, entre diciembre de 2014 y enero de 2015

 

El Instituto Federal de Telecomunicaciones (IFT) presenta su primera encuesta trimestral para conocer los patrones de consumo, elementos de satisfacción y experiencia de los usuarios de telecomunicaciones, la cual proporciona información sobre los servicios que reciben los usuarios en el

La encuesta se realizó mediante 4,017 entrevistas telefónicas y presenciales, con base en un muestreo aleatorio representativo en todo el país, entre diciembre de 2014 y enero de 2015, enfocado a los servicios de telefonía móvil, telefonía fija, televisión de paga e Internet, en el que se incluyó a usuarios con discapacidad. Se utilizaron las bases de datos del Instituto Nacional de Estadística y Geografía (INEGI) asociadas al último Censo de Población y Vivienda 2010 y la base de datos del Plan Nacional de Numeración.

Estos fueron algunos de los resultados más relevantes:

 

1. Seis de cada 10 usuarios no realiza un comparativo de los servicios de telecomunicaciones que desea contratar.

2. En telefonía fija, el precio es uno de los factores que los usuarios ponderan más cuando van a realizar la contratación de un servicio.

3. El proceso de contratación del servicio de telefonía fija tiene grandes áreas de oportunidad, al ser considerado como “difícil” por al menos 66% de los entrevistados.

4. La mayoría de los usuarios contrata el servicio de telefonía fija en un paquete de double play para contar con servicio de Internet.

5. La desaparición del cobro por larga distancia en 2015 fue conocida por cerca de 80% de los usuarios encuestados.

6. En términos de telefonía fija, los elementos más importantes para determinar la satisfacción del usuario se centran en la calidad del servicio, el nivel de precios, la facilidad de hacer y recibir llamadas y la claridad de la factura.

7. De manera espontánea, tanto para los usuarios de prepago como para los de pospago, la cobertura es el elemento más importante al momento de elegir al proveedor de telefonía móvil.

8. Un tercio de los usuarios de telefonía móvil encuestados señalaron que sí han pensado en contratar el servicio con una empresa diferente a su proveedor, sin embargo, no lo han hecho por falta de tiempo.

9. Cerca de 50% de los encuestados afirmaron usar el teléfono móvil por lo menos dos horas al día.

10. Para el servicio de telefonía móvil, los usuarios encuestados afirmaron que los elementos más importantes para determinar la satisfacción del usuario se centran en la calidad de las llamadas, el nivel de precios, la atención en términos de servicio posventa y la facilidad para enviar y recibir mensajes de texto.

11. Cerca de 90% de los usuarios de Internet encuestados afirmaron utilizar este servicio al menos dos horas diarias. Sin embargo, cuando los usuarios se conectan fuera del hogar, 62% lo utiliza hasta dos horas máximo.

12. El 38.6% de los usuarios encuestados utiliza el Wi-Fi público para acceder a Internet desde su dispositivo móvil.

13. Con respecto al servicio de Internet, los elementos más importantes para determinar la satisfacción del usuario se centran en la calidad de la reproducción del video y la calidad global, así como el nivel de precios y la continuidad del servicio.

14. El 70% de la población encuestada afirma dedicar al menos dos horas al día a ver televisión de paga en su hogar.

15. En relación al servicio de televisión de paga, los elementos más importantes para determinar la satisfacción del usuario se centran en la calidad del servicio y el nivel de precios, así como la disponibilidad de servicios de paga adicional.

La información obtenida a través de encuestas, permitirá al IFT contar con un diagnóstico objetivo de las necesidades e intereses de los usuarios de los servicios de telefonía móvil, telefonía fija, televisión de paga e Internet.

Preliminary report of the IFT Investigating Authority concludes that Grupo Televisa has substantial power on the pay TV market with the acquisition of Cablecom

 

In compliance with the provisions of Section V of Article 96 of the Federal Economic Competition Law (Ley Federal de Competencia Económica, LFCE), the Investigating Authority issued the preliminary opinion as to the existence of operators with significant power in the relevant market in the provision of the television and audio restricted service.

The investigation began and was substantiated by taking into account the ruling by the Plenary of the Federal Telecommunications Institute (Instituto Federal de Telecomunicaciones, IFT) on December 10, 2014, relating to the notice of concentration between the economic interest group which is Grupo Televisa and Grupo Cable TV, S.A. de C.V. (Cablecom).

Of the elements analyzed during the investigation period, the Preliminary Report concludes that the relevant market is for the provision of television and audio restricted services through any transmission technology, with a local geographic dimension, adopting as geographic unit of study the district[1].

Similarly, it is concluded that derived from the concentration with Cablecom, the economic interest group which is part Grupo Televisa, acquired or increased its substantial power in 99 relevant markets.

Since the publication of the extract and the Preliminary Report relevant data, the IFT Antitrust Unit will initiate a procedure in the form of judgment, in accordance with Article 96 of the Federal Economic Competition Law, in order to present the evidence submit those involved and make a draft resolution that, in turn, it will be submitted to the Plenary for that to be the case, they issued the necessary measures to avoid damage to competition in these markets.

At this stage, the economic agents may participate if they prove to have an interest in the matter, they may manifest what serves their interests and provide the evidence that would deem appropriate in regard of the Preliminary Report within twenty working days of publication in the Official Gazette of the Federation of the Preliminary Opinion Relevant Data.

Dictamen Preliminar de la Autoridad Investigadora del IFT concluye que con la adquisición de Cablecom, Grupo Televisa tiene poder sustancial en el mercado de TV de paga

En cumplimiento a lo dispuesto en la fracción V del artículo 96 de la Ley Federal de Competencia Económica (LFCE), la Autoridad Investigadora emitió el Dictamen Preliminar respecto de la existencia de agentes económicos con poder sustancial en el mercado relevante de provisión del servicio de televisión y audio restringidos.

La investigación inició y se sustanció tomando en consideración la resolución emitida por el Pleno del Instituto Federal de Telecomunicaciones (IFT) el 10 de diciembre de 2014, relativa al aviso de concentración entre el grupo de interés económico del que forma parte Grupo Televisa y Grupo Cable TV, S.A. de C.V. (Cablecom).

De los elementos analizados durante el período de investigación, el Dictamen Preliminar concluye que el mercado relevante corresponde a la provisión del servicio de televisión y audio restringidos, a través de cualquier tecnología de transmisión, con una dimensión geográfica local, adoptando como unidad geográfica de estudio el municipio1.

De igual forma, se concluye que derivado de la concentración con Cablecom, el grupo de interés económico del que forma parte Grupo Televisa, adquiere o incrementa su poder sustancial en 99 mercados relevantes.

A partir de la publicación del extracto y los datos relevantes del Dictamen Preliminar, la Unidad de Competencia Económica del IFT iniciará un procedimiento en forma de juicio, de acuerdo con lo previsto en el artículo 96 de la Ley Federal de Competencia Económica, a fin de desahogar las pruebas que presenten los involucrados y realizar un proyecto de resolución que, en su momento, se someterá a consideración del Pleno, para que, de ser el caso, se emitan las medidas necesarias para evitar daños a la competencia en estos mercados.

 

En esta etapa podrán participar los agentes económicos que acrediten tener interés en el asunto, podrán manifestar lo que a su derecho convenga y ofrecer los elementos de convicción que estimen pertinentes respecto al Dictamen Preliminar, dentro del plazo de veinte días hábiles siguientes a la publicación en el Diario Oficial de la Federación de los Datos Relevantes del Dictamen Preliminar.

telecommunications and broadcasting services

 

  • These are concessions for commercial and social use, in accordance with the provisions of the Federal Telecommunications and Broadcasting Law
  • With these resolutions, the Institute promotes the provision of a wider range of services for the benefit of users and audiences of the country

 

In a regular meeting yesterday, the Plenary of the Federal Telecommunications Institute (Instituto Federal de Telecomunicaciones, IFT) decided to grant various concessions for commercial and social use for the provision of telecommunications and sound broadcasting services.

In this sense, it was determined to grant 12 unique concessions for commercial use to companies and individuals who so requested, through which holders can offer all services technically enabled by their network.

In broadcasting matters, the Plenary decided to grant seven concessions to use and exploit frequency bands of spectrum for social use in the provision of sound broadcasting services in Frequency Modulation (FM) in various localities.

Also, for the first time, a single concession was granted for social use to a civil partnership, to provide connectivity to institutions of higher education.

With these resolutions, the IFT promotes an increased supply of telecommunications and broadcasting services for the benefit of users and audiences.
