Listas las estaciones de televisión que dan servicio en 12 municipios de Tamaulipas para la transición a la Televisión Digital Terrestre

Las 14 estaciones de televisión que sirven a 12 municipios en el estado de Tamaulipas están listas para la conclusión definitiva de las señales analógicas a las 00:00 horas del 14 de enero de 2015, por lo que el Instituto Federal de Telecomunicaciones (IFT) reforzará la campaña de difusión en estas localidades, a fin de que sus habitantes estén debidamente informados de que a partir de ese momento sólo se podrán recibir señales digitales en el servicio de televisión abierta.

Así lo expresó el Comisionado Presidente del IFT, Gabriel Contreras, en conferencia de prensa, luego de sostener una reunión de trabajo con el gobernador del estado de Tamaulipas, Egidio Torre Cantú y su equipo en el Palacio de Gobierno de la entidad, encuentro al que también asistieron el subsecretario de Comunicaciones de la Secretaría de Comunicaciones y Transportes (SCT), José Ignacio Peralta, y el subsecretario de Fomento y Normatividad Ambiental de la Secretaría de Medio Ambiente y Recursos Naturales (SEMARNAT), Cuauhtémoc Ochoa Fernández.

Recordó que este órgano regulador, en apego a lo dispuesto por el marco legal vigente, determinó que es procedente el cese de las transmisiones analógicas de la televisión abierta en las áreas de cobertura de las estaciones de televisión que dan servicio a los siguientes municipios de Tamaulipas: Camargo, Guerrero, Gustavo Díaz Ordaz, Matamoros, Méndez, Mier, Miguel Alemán, Nuevo Laredo, Reynosa, Río Bravo, San Fernando y Valle Hermoso. Esto, luego de que la SCT le entregó al IFT la información en la que indica haber alcanzado una penetración superior a 90% de la lista de beneficiarios determinada por la Secretaría de Desarrollo Social (SEDESOL).

Comunicado de Prensa No. 68/2014 2 En este sentido, Gabriel Contreras señaló que otra de las condiciones que debe haber para que el IFT determine el cese de las señales analógicas es asegurarse de que las estaciones de televisión transmitan en canales digitales. “Hoy todas estas estaciones ya están transmitiendo en formato digital y hemos verificado incluso en campo que se hace conforme a los parámetros técnicos autorizados”.

Asimismo, destacó los beneficios de la televisión digital terrestre. “La digitalización en este servicio ofrece la posibilidad a las audiencias de recibir imágenes y sonido con mayor fidelidad, permite acceder a mayor variedad de contenidos e implica un uso más eficiente del espectro para servicios de telecomunicaciones móviles, lo cual se traducirá en mayor competencia y mejores precios a los usuarios finales de dichos servicios”.

“Quien no tenga un dispositivo para recibir la señal digital el próximo 14 de enero en esta región de Tamaulipas se va a quedar sin ver la televisión”, subrayó Contreras.

El Pleno del IFT acuerda que la terminación de las señales analógicas en la televisión abierta en Matamoros, Reynosa y Nuevo Laredo será el 14 de enero de 2015

• La Sedesol definió la lista de beneficiarios para el programa de entrega de receptores de TDT implementado por el gobierno federal
• La SCT distribuyó aparatos receptores hasta cumplir con más de 90% de penetración de estos entre los beneficiarios establecidos por Sedesol e informó al IFT el cumplimiento de lo establecido en el marco legal vigente
• Con esto, el IFT determinó que es procedente concluir con la transmisión de señales analógicas en las áreas de cobertura de las estaciones de televisión de las tres ciudades de la región de la frontera noreste
• Los concesionarios del servicio de TV abierta ya realizan transmisiones digitales en dichas zonas

Como lo establece el artículo Décimo Noveno Transitorio de la Ley Federal de Telecomunicaciones y Radiodifusión, el Instituto Federal de Telecomunicaciones (IFT) deberá concluir la transmisión de señales analógicas de televisión radiodifundida a más tardar el 31 de diciembre de 2015 por área de cobertura, una vez que se alcance, en el área que corresponda, un nivel de penetración del 90% de hogares de escasos recursos definidos por la Secretaría de Desarrollo Social (Sedesol), con receptores o decodificadores aptos para recibir señales digitales.

De acuerdo con dicha disposición legal, corresponde a la Secretaría de Comunicaciones y Transportes (SCT) implementar los programas y acciones vinculados con la Política de Transición a la Televisión Digital Terrestre (TDT) para la entrega o distribución de los equipos receptores o decodificadores, así como llevar a cabo la acreditación de la penetración que la propia Política señala.

De esta forma, el artículo 18 de la Política TDT establece que corresponde al Pleno del IFT resolver que es procedente acordar la terminación de transmisiones analógicas, una vez que la SCT le proporcione  la información que acredite que se ha alcanzado un nivel de penetración con receptores o decodificadores aptos para recibir transmisiones digitales en 90% o más de los hogares de escasos recursos definidos por Sedesol en cada área de cobertura.

Aunado a lo anterior, para determinar la conclusión de las señales analógica es necesario que en toda el área de cobertura correspondiente ya se realicen transmisiones digitales.

Cuando se cumplan ambos supuestos, el IFT determinará la fecha y hora de la terminación de las transmisiones analógicas que corresponda, la cual deberá darse en un día hábil considerando, entre la fecha de su determinación y la realización de éste, un plazo de cuando menos 4 semanas, a fin de que durante este periodo pueda informarse a la población sobre esta transición a la televisión digital.

En este sentido, el 21 de noviembre de 2014, la SCT, por conducto de la Subsecretaría de Comunicaciones, envió al IFT la información sobre la penetración alcanzada en diversas áreas de cobertura de la Región Frontera Noreste (Matamoros, Tamaulipas y Nuevo Laredo), y que contiene lo siguiente:

i) el número de hogares de escasos recursos definidos por la Sedesol por área de cobertura de cada estación de televisión radiodifundida;

ii) el número de hogares de escasos recursos definidos por la Sedesol en que han sido entregados receptores aptos para recibir transmisiones digitales por área de cobertura de cada estación de televisión radiodifundida; y,

iii) el porcentaje de penetración con receptores aptos para recibir transmisiones digitales en los hogares de escasos recursos definidos por Sedesol en cada área de cobertura de cada estación de televisión radiodifundida.

PENETRACIÓN POR ESTACIÓN DE TV (PRINCIPAL Y COMPLEMENTARIA)

*Nota: No debe sumarse el número de hogares debido a que muchos se encuentran servidos por más de una estación de televisión.

Adicionalmente, el IFT corroboró la realización actual de transmisiones digitales de televisión radiodifundida bajo los parámetros autorizados en cada una de las estaciones referidas que transmiten en Nuevo Laredo, Matamoros y Reynosa.

De esta forma, en sesión extraordinaria celebrada el día de hoy, el Pleno del IFT determinó que se acreditan las condiciones previstas en el marco legal vigente, consistentes en que en las áreas de cobertura de dichas estaciones de televisión se rebasa el 90% de penetración con receptores aptos para recibir transmisiones digitales en los hogares de escasos recursos definidos por Sedesol, y que se realizan transmisiones digitales en las áreas de cobertura de las estaciones.

Ante esto, el Pleno acordó que las estaciones de televisión radiodifundida con distintivos de llamada XEFE-TV, XHBR-TV, XHLAR-TV, XHLAT-TV, XHLNA-TV, XHNAT-TV, XHMTA-TV, XHOR-TV, XHRIO-TV, XHVTV-TV, XHREY-TV, XERV-TV, XHAB-TV y XHTAM-TV, en las localidades de Nuevo Laredo, Reynosa y Matamoros, todas del estado de Tamaulipas, deberán cesar de manera definitiva sus transmisiones analógicas a las 00:00 horas del día 14 de enero de 2015.

De acuerdo con lo establecido en la Política TDT, a partir de ahora, el IFT y los concesionarios deben informar a la población sobre la fecha y hora determinada para la terminación de transmisiones analógicas de las citadas estaciones.

En este sentido es importante señalar que el Instituto ha realizado, desde julio del presente año y hasta la fecha, diversas acciones de difusión a nivel nacional a través de distintos medios (periódicos, revistas, estaciones de radio y TV, portales de internet y redes sociales), con las que se ha informado a la población sobre la inminente conclusión de las transmisiones analógicas en el país.

La transición a la televisión digital terrestre implica un proceso de modernización en este servicio, con diversos beneficios a la población, como por ejemplo, la recepción de imágenes y sonido de mayor fidelidad y/o resolución, que las que actualmente permiten las transmisiones analógicas y acceder a mayor variedad de contenidos, por medio de la multiprogramación, entre otros.

Además, al transitar a esta tecnología se impulsa el uso racional y planificado del espectro radioeléctrico y se logra un mejor aprovechamiento de la banda de 700 MHz, para el despliegue de sistemas de Telecomunicaciones Móviles Internacionales (IMT por sus siglas en inglés), lo que se podría traducir en mayor competencia en el sector de la telefonía móvil y mejores precios a los usuarios finales de dichos servicios.

El Pleno del IFT aprueba el establecimiento del Sistema Electrónico de Solicitudes de Interconexión

• Se implementará una herramienta informática a través de la cual los concesionarios tramitarán entre sí las solicitudes de suscripción de convenios de interconexión de sus redes, sus modificaciones o las solicitudes para acordar nuevas condiciones de interconexión.
• Autorizó 34 solicitudes para la transmisión de acciones del capital social de estaciones de radiodifusión sonora que operan en distintas localidades del país.

En sesión extraordinaria, el Pleno del Instituto Federal de Telecomunicaciones (IFT) acordó establecer el sistema electrónico de solicitudes de interconexión, a través del cual los concesionarios tramitarán entre sí sus solicitudes de suscripción de convenios de interconexión, sus modificaciones o las solicitudes para acordar nuevas condiciones de interconexión, de manera más ágil y de forma remota, de conformidad con lo previsto en el artículo 129 de la Ley Federal de Telecomunicaciones y Radiodifusión.

Dicha herramienta informática, que estará disponible en la página de internet del Instituto, se establece tanto para los concesionarios que operen redes públicas de telecomunicaciones interesados en interconectarse con otras redes mediante la suscripción del convenio correspondiente, así como para aquellos concesionarios cuyas redes se encuentren interconectadas y que al concluir la vigencia de sus convenios, requieran nuevas condiciones de interconexión con sus contrapartes, o bien, para aquellos casos en los cuales algún concesionario haya ofrecido mejores condiciones a un tercero, o las que resulten de disposiciones jurídicas aplicables.

Como se informó oportunamente, estuvo a disposición de los interesados una versión de prueba del sistema electrónico de solicitudes de interconexión, al tiempo que el anteproyecto del Acuerdo se sometió a consulta pública durante un periodo de 20 días hábiles, por lo que del 9 de octubre al 6 de noviembre de 2014, se recibieron opiniones y comentarios que enriquecieron el documento.

De esta forma, el Pleno del IFT aprobó una modificación al proyecto, resultado de las aportaciones recibidas en dicho ejercicio de participación ciudadana, consistente en que las solicitudes de interconexión podrán tramitarse por grupos de concesionarios, de manera consolidada, con el fin de simplificar las solicitudes en un trámite.

El sistema electrónico estará disponible en el portal de Internet del Instituto las 24 horas del día, los 365 días del año y es de carácter obligatorio para todos los concesionarios que operan redes públicas de telecomunicaciones.

Sólo los concesionarios involucrados en cada solicitud podrán visualizar la información relativa a la negociación: las propuestas y contrapropuestas, las fechas de presentación de las mismas, el cómputo de días transcurridos a partir de la solicitud, las fechas correspondientes a los plazos de 30 días hábiles y 60 días naturales establecidos en los artículos 130 y 129 de la Ley, respectivamente, y los documentos que los concesionarios hayan ingresado al Sistema.

El Sistema Electrónico de solicitudes de Interconexión entrará en operación dentro de un plazo de 20 días hábiles contados a partir de la entrada en vigor del Acuerdo aprobado el día de hoy y se encontrará disponible en la siguiente dirección electrónica: https://www.ift.org.mx/interconexion

Por otro lado, el Pleno aprobó 34 solicitudes de autorización para la transmisión de acciones del capital social de diversas empresas concesionarias de estaciones de radiodifusión sonora que operan en distintas localidades del país.

A meeting between the new members of the Plenary of the Federal Telecommunications Institute (Instituto Federal de Telecomunicaciones, IFT) and the ex-Commissioners of the Federal Telecommunications Commission (Comisión Federal de Telecomunicaciones, COFETEL) was carried out today and points of view on the necessities of the sector were interchanged. After being ratified by the Senate of the Republic, IFT Commissioners took possession of their positions and as the first official act, presented themselves to all the personnel of the Institute, to whom they expressed that this new regulating body will fully comply with the constitutional mandate to act independently on its decisions and functions, always in favor of the users of broadcasting and telecommunications services in the country. The Plenary of the IFT, formed by President Commissioner Gabriel Contreras Saldivar, Commissioners María Elena Estavillo Flores, Adriana Sofía Labardini Inzunza, Mario Germán Fromow Rangel, Ernesto Estrada González, Luis Fernando Borjón Figueroa and Adolfo Cuevas Teja, called up the personnel of the Institute to continue working with the professionalism and effort that has characterized this community of specialists.

World leaders demand more timely and unified data on ICTs access and affordability at global level

The ITU leads the efforts to increase data collection capabilities through new associations with technology companies and government agencies

Mexico City, 6th December 2013 – The delegates of the Telecommunication Indicators/World ICTs Symposium (WTIS), celebrated this week in Mexico City (December 4 6), confirmed the need to strengthen and adapt the mechanisms to collect IT and communication data (ICT) to better respond to the needs of the fast-evolving current environment.

Reliable data on indicators such as network access, service affordability and connection speed are increasingly acknowledged as indispensable elements of every country’s plans to promote social development and economic growth.

This three-day symposium is the most important annual meeting of ICT data experts around the world. Organized by the ITU and hosted this year by the Mexican regulatory body, the Federal Telecommunications Institute (Instituto Federal de Telecomunicaciones, IFT), the event gathered more than 300 delegates, including Ministers, industry Executive Officers and heads of national/international statistics organizations.

"The ICT sector is evolving faster than any other sector in the history of humanity. The objective of this annual symposium is to respond to the challenge of measuring the accelerated evolution of the sector and seeing that ICT data, statistics and indicators are globally unified and internationally comparable" affirmed this afternoon Dr. Hamadoun I. Touré, Secretary General of the ITU, during the closing ceremony. "This is the only way we can create a clear, impartial – and most importantly – universal landscape that will help us make useful comparisons and follow-up the evolution of the ICT ecosystem."

The ITU effort to collect and analyze world ICT statistics, which are trustworthy for politicians around the world, is mentioned by publications of other influential institutions, among which we can find the entire family of UN organizations, the World Bank, the International Monetary Fund and the World Economic Forum, and also stimulates the actions of an increasing community of international investors.

This year, the event featured, for the first time, a top level inauguration day with three key discussions about future development frameworks after 2015, the role of monitoring the development of the future information society, the strategies to improve the dialogue between all the stakeholders, and the national coordination of data collection.

It gathered expert speakers and panelists, who exchanged points of view and best practices, highlighted the importance of making ICTs become one of the main cornerstones of the development agenda after 2015, as catalysts of the overall social and economic development.

"This WTIS meeting had a record number of attendants, which shows the growing acknowledgement of the importance of data and statistics in the ICT sector. We expect an even larger participation next year,” said Brahima Sanou, Director of the Telecomm Development Office of the ITU.

Among his initial remarks during the conference at the beginning of this week, the Chairman of WTIS and Chief of the Regulation and Prospective Unit of the IFT, Luis Lucatero, said: "The worst enemy of investment is information asymmetry. The global debate promoted by this event is unparalleled and will help all the stakeholders – industry, government and regulatory bodies – fulfill the main objective of addressing the ICT consumer needs."

This year, the symposium included two special simultaneous events: the first one, organized by Costa Rica, was about a national approach of data collection in association with ICT operators; and the second one, organized by Iran, was about developing and implementing a new data measurement system.

The event also included a special tour organized by the IFT to visit an ICT community centre developed by the Learning and Innovation Network (Red de Información y Aprendizaje, RIA), that the Fundación Proacceso created to offer disadvantaged communities access to technologic learning. The tour was headed by its young cofounder, Jorge Camil Starr, and the power of ICTs has reached more than 425,000 children and young people of 95 different schools in the Mexico City area.

The United Nations symposium on statistics will debate the function of technology in worldwide sustainable development

Geneva, November 27, 2013 - The International Telecommunication Union (ITU), the specialized body of the United Nations for Information and communication technologies, (ICTs) will hold their annual conference on ICT statistics in Mexico City from December 4-6 in the presence of about 300 important development and statistics experts from around the world, who will debate on new strategies to channel the catalytic power of technology and to impel socioeconomic advance based on coherent parameters.

The World Telecommunication/ICT Indicators Symposium (WTIS) will be jointly held by the ITU and the Federal Telecommunications Institute (Instituto Federal de Telecomunicaciones, IFT) Mexican regulator for telecommunications and broadcasting.

The ITU, the main body that compiles and discloses numerous essential statistics on ICTs, is generally recognized as the most trustworthy and impartial source of global data on the state of infrastructure and the adoption of ICTs in the world. ITU's numbers are widely used by the United Nations, important intergovernmental bodies, financial institutions such as the World Bank, the IMF and regional development banks, as well as by private sector companies and ICT sector analysts.

The IFT Plenary resolves to revoke the concession to a radio station

• The XECJU-AM station carried out unauthorized change of frequency and location of transmitter equipment

Following the corresponding monitoring and inspection processes, arising from a complaint by Mexican Airspace Navigation Services (Servicios a la Navegación en el Espacio Aéreo Mexicano, SENEAM) due to harmful interference, and as a result of the evidence of the administrative procedure for revocation, the Plenary of the Federal Telecommunications Institute (Instituto Federal de Telecomunicaciones, IFT) decided to revoke the broadcasting concession title granted for operation of the radio station with the XECJU-AM sign, and with authorization to operate the 95.9 MHz frequency in Jarretaderas, Nayarit. The referred concessionaire performed the unauthorized change of frequency from 95.9 MHz to 96.7 MHz on the FM band, as well as the change of location of transmitter equipment in Jarretaderas, Nayarit to Puerto Vallarta, Jalisco, for which with 6 votes in favor and one against by Commissioner Adolfo Cuevas, the Plenary determined that the performance of the concessionaire is within grounds for revocation of its title. The decision is based on the provisions set in article 31 parts I and II of the Federal Radio and Television Law. Last August 7th, the concessionaire was notified that its location is within the grounds of revocation mentioned above, for which the administrative procedure for revocation began which ends the resolution adopted today.

IFT presented its Annual Work Program for 2014 to the holder of the federal executive and the congress of the union

• It describes the six most important institutional objectives on which priority projects to develop this year were determined
• It is structured in three parts: the 180 days agenda, projects based on the Institute planning strategy and those which will be carried out in coordination with the Federal Executive, pursuant to constitutional mandate

Pursuant to the provisions of article 28, paragraph twenty, section VIII, of the Political Constitution of the United Mexican States, the Federal Telecommunications Institute (Instituto Federal de Telecomunicaciones, IFT) presented its Annual Work Program for 2014 to the holder of the Federal Executive and the Congress of the Union, which includes a description of the institutional objectives and relevant projects to develop this year, which are consistent with other programmatic instruments related to the telecommunications and broadcasting sectors.

The projects within the Program, approved unanimously by the IFT Plenary, aim to contribute to the implementation of a development model based on connectivity and the adoption of digital technologies in which the general population has access to telecommunications and broadcasting public services, end devices, abilities, content and applications to improve their quality of life.

For the elaboration of the Program, the Plenary headed a series of tasks to establish the mission, vision and objectives of the Institute, on which the priority projects were defined and which will be implemented this year.

In this respect, the six important institutional objectives that IFT determined for the following years are:

1. - Contribute to freedom of expression and universal access to information, promoting plurality and diversity in telecommunications and broadcasting services.

2. - Ensure free competition, as well as eliminate restrictions on telecommunications and broadcasting services convergence and innovation.

3. - Promote universal access to telecommunications and broadcasting services in terms of quality, competitive prices and safety.

4. - Regulate and supervise the use of the radio spectrum, networks and telecommunications and broadcasting services efficiently and in a timely manner.

5. - Protect users and audiences rights regarding telecommunications and broadcasting services.

6. - Act as an efficient, impartial and transparent regulator with the best management practices.

Each project presents its alignment to the corresponding institutional objectives and course of action.
