When or in what cases?

When Concessionaires of Public Telecommunications Networks desire to obtain centralized non-geographic numbering.

Free form document, accompanied by the Active Lines Report (applicable to requests for additional numbering), submitted before the Filing Office of the Federal Telecommunications Institute.

The Federal Telecommunications Institute will issue a Numbering Authorization or Partial Numbering Authorization, or, when applicable, the Invalid Request official document.

Data:

1. Free form document requesting centralized non-geographic numbering assignment , including:
1.1 Destination administrative body, place and date of issuance.
1.2 Name or corporate name of the petitioners or, when applicable, of their legal representative;
1.3 Address for service.
1.4 Name and electronic mail of the person or Persons authorized as agents for service.
1.5 The facts and arguments motivating the request.
1.6 Non-geographic service code and requested numbering quantity.
1.7. Signature of the interested party or its legal representative.

2. Active lines report.
For the case of assignment of centralized non-geographic numbering additional to the one assigned to the operator, an electronic file in CSV, xls or xlsx format including the following information shall be attached in electronic media:

1. FILE HEADER

1.1 Public Telecommunications Network Operator. Alphanumeric. Name or Corporate Name of the Telecommunications Public Network operator holder of the numbering being reported. Do not use short names or commercial brands.
1.2 Report date: Date format dd/mm/yyyy, where dd=day, mm=month and yyyy=year. Report preparation date.
1.3 Reference number: Alphanumeric. Telecommunications public network operator’s report number or identifier, when applicable.  
1.4 Total records: Numeric. Total quantity of records included in the report. A record is understood as the report of active numbering in each number, range or series of numbering, included within a certain non-geographic service code in which it holds assigned numbering.
1.5 Total sum of assigned numbering. Numeric. Total quantity of numbering assigned by the Institute to the telecommunications public networks operator in all non-geographic services codes where usage is reported.
1.6 Total sum of assigned numbering. Numeric. Total quantity of active numbering assigned by the Institute to the telecommunications public networks operator in all non-geographic services codes an all records included in the report.

2. FILE DETAILS:

2.1 Registration Number: Numeric. Sequential number identifying each active numbering report. 
2.2 Non-geographic service code. Numeric. Three-digit set structured as defined in number 5.3 of the Fundamental Technical Numbering Plan and that identifies a non-geographic service.
2.3 Series. Numeric. The most significative three digits of the assigned user number being reported.
2.4 Initial number. Numeric. The last four digits of the assigned user number being reported.
2.5 Final number. Numeric. The last four digits of the assigned user number being reported.
2.6 Assigned Quantity Numeric. Total of non-geographic numbers included in the assigned series or range reported in each record.
2.7 Total active Lines. Numeric. Total of active non-geographic numbers included in the assigned series or range reported in each record.

Notes: All text input shall be uppercase without accents and commas.
Items 2.2, 2.3, 2.4 and 2.5 indicate, as a whole, the number, range or series of non-geographic numbering assigned by the Institute in favor of the telecommunications public network operator.

The active lines report shall be based only on the numbering assigned directly by the Federal Telecommunications Institute to the telecommunications public networks operator submitting its report.
Those lines corresponding to numbering ported in favor of another telecommunications service provider shall not be reported as active lines.
To the effects of the active numbering report, numbering with users in service, numbering in quarantine and numbering donated to another telecommunications services provider as a result of a portability process shall be included.

1. Prior to filing a request for assignment of centralized non-geographic numbering, the telecommunications service provider shall have an origin and destination long distance network operator identification code (ABC/BCD) assigned by the Federal Telecommunications Institute.

2. The total quantity of non-geographic numbers maintained in reserve for all services by an operator at a given time shall not be greater than 2,500 numbers;

3. For each individual service, the maximum non-geographic number stock maintained by the carrier is limited to 1,000.

4. The Federal Telecommunications Institute will consider que quantity of numbers maintained in stock by the operator, in accordance with number 8.2.2.4 of the Fundamental Technical Numbering Plan.

5. The federal Telecommunications Institute shall consider the availability of the numbering.

6. For each code of non-geographic service, numbering will be randomly selected.

7. When the operator justifies that it has placed among its users more than 60 per cent of the numbers assigned to it by the Federal Telecommunications Institute for a type of non-geographic service in particular, it may request the assignment of new numbers so that it may build again a reserve of up to 1,000 numbers for such service and up to 2,500 non-geographic numbers as total reserve. 

8. Traders will only have access to specifico non-geographic numbers in terms of number 8.2.3 of the Plan Técnico Fundamental de Numeración.

9. Non-geographic numbers shall be portable in terms of the Portability Rules.

1. The assigned numbering may be used 20 calendar days after the issuance of the corresponding assignment official document, in the understanding that, in case of agreement with the concessionaires, the opening of the assigned numbering may be done in a shorter term, provided that service quality to all users is guaranteed at all times.

 

2. Non-geographic numbers may be cancelled by the user’s will or due to non-payment to the operator.

 

3. All Telecommunications Service Providers holding assigned numbering who provide numbering to other Telecommunications Service Providers to provide fixed and/or mobile services, and all Telecommunications Service Providers who contract numbers from another Telecommunications Service Providers to provide fixed and/or mobile services, shall submit on a monthly basis, within the first 10 (ten) calendar days of each month, the reports indicated in Rule 25bis of the ACUERDO mediante el cual el Pleno del Instituto Federal de Telecomunicaciones modifica las Reglas de Portabilidad Numérica published on November 12, 2014, as well as the Plan Técnico Fundamental de Numeración published June 21, 1996.

 

4. Upon cancellation of a number in post-payment mode by a user, the telecommunications service provider shall quarantine the number for the term indicated in Rule 2, section XXXIX, of the Reglas de Portabilidad Numérica published on November 12, 2014.
