Who?

Third party Testing Laboratories formally established according to applicable legal and administrative provisions, having the necessary installations, equipment, qualified technical staff and other resources to apply or carry out tests or determine one or more characteristics of a telecommunication and broadcast product or infrastructure subject to the Conformity Assessment, in accordance with a specific method or procedure.

When national third party Testing Laboratories wish to extend their initial Accreditation to other test methods

Through ANEXO 1: SOLICITUD DE ACREDITACIÓN DE UN LABORATORIO DE PRUEBA ESTABLECIDO EN TERRITORIO NACIONAL PARA LA EVALUACIÓN DE LA CONFORMIDAD RELATIVA A NORMAS, DISPOSICIONES TÉCNICAS O REGLAMENTOS TÉCNICOS EXTRANJEROS EN MATERIA DE TELECOMUNICACIONES Y RADIODIFUSIÓN.

3.1 Indicate the complete title of the foreign telecommunication and broadcast Standard, Technical Provision or Technical Regulation, as well as its year of publication.

Anexo 1 de los Lineamientos para la acreditación, autorización, designación y reconocimiento de laboratorios de prueba

Documents:

Application for scope extension of the accreditation, duly completed and signed by the applicant’s legal representative

If such is the case

- Certified copy, issued by a Notary Public, of the Articles of Incorporation, indicating that the applicant third party Testing Laboratory is a formally established legal entity, based in the United Mexican States, in accordance with applicable legal provisions, and of the Statutes attesting that the applicant Testing Laboratory is a legal entity whose corporate purpose is performing the Conformity Assessment of products, processes or services related to the purpose and reach of the Standards, Technical Provisions or Technical Regulations for which accreditation is being requested. 

- Certified copy, issued by a Notary Public, of a power of attorney authorizing the person undersigned in the application for Accreditation to act as the legal representative of the interested party, the former of which must have a domicile in the United Mexican States.

- Official photo identification card of the Testing Laboratory’s legal representative, in charge of performing the Accreditation procedure.

- Original proof of payment of fees for the Testing Laboratory Accreditation as per Standard ISO/IEC 17025: General requirements for the competency of test and calibration laboratories

- When applicable, original proof of payment for the opinion of the National Center of Metrology (CENAM) on the measuring technical capacity of the Testing Laboratory interested in obtaining Accreditation for Conformity Assessment, as per the relevant foreign Standard, Technical Provision or Technical Regulation

- The mechanisms to be used to secure the independence and impartiality of its actions with respect to its duties and the persons or organizations providing the telecommunication and broadcast product and/or infrastructure, as well as those interested to participate as users of the same.

The amount shall be published as soon as the Federal Telecommunications Institute is ready to provide the accreditation.

1. No corrections, deletions or modifications are allowed in the application forms;

2. If no electronic means are available, the form shall be signed by hand and with a black ballpoint pen; 

3. If no electronic means are available, the form shall be legibly handwritten or typed in black ink;

4. Information shall be recorded in capital letters and numerals, and

5. Void spaces shall be crossed out.

The procedure may be carried out as long as the Institute is in possession of Laboratory accreditation rules, in accordance with Norma ISO/IEC17011: "Evaluación de la Conformidad Requisitos generales para organismos de Acreditación acreditando organismos de Evaluación de la Conformidad".
