Third party, national, credited and authorized Testing Laboratories.


When or in what cases?

When accredited national third party Testing Laboratories need to extend the scope of their Designation for other testing methods of compliance with the characteristics or specifications established in a foreign Technical Regulation.

Presented preferably through the Sistema de Organismos de Evaluación de la Conformidad ("SOEC"), through the following electronic link https://laboratorios.ift.org.mx/laboratorios/web/index.php, or through writing in free writing document , presented at the Filling Office of the Federal Institute of Telecommunications.

Granting of extension of Designation scope to accredited national third party Testing Laboratories, for other testing methods of compliance with the characteristics or specifications established in a foreign Technical Regulation.

The Federal Telecommunications Institute will publish in its Website the information on the designated Testing Laboratory within 14 calendar days from the Designation date.

In case the maximum response term has concluded and Federal Telecommunications Institute has not issued any decision, opinion or notice related to the filed request, the decision shall be understood as unfavorable. In accordance with the stipulations of article 17 of the Ley Federal de Procedimiento Administrativo.

Section I of Addendum B “Procedimientos para la designación y reconocimiento de laboratorios de prueba y aceptación mutua de los reportes de prueba” del Acuerdo de Reconocimiento Mutuo entre el Gobierno de los Estados Unidos Mexicanos y el Gobierno de Canadá para la evaluación de la conformidad de equipos de telecomunicaciones.

Section I of Addendum B “Procedimientos para la designación y reconocimiento de laboratorios de prueba y aceptación mutua de los reportes de prueba” del Acuerdo de Reconocimiento Mutuo entre el Gobierno de los Estados Unidos Mexicanos y el Gobierno de los Estados Unidos de América para la evaluación de la conformidad de equipos de telecomunicaciones.

Documents:

1. Request for Scope Extension of Designation duly filled out and signed by the legal representative of the requester.

 

2. Valid document by which the Federal Telecommunications Institute designated the Testing Laboratory relating to a foreign Technical Regulation.

 

3. Valid Accreditation Certificate issued by the Federal Telecommunications Institute or an Accreditation Body authorized by the Federal Telecommunications Institute relating to a foreign Technical Regulation.

 

4. Valid document by which the Federal Telecommunications Institute authorized the Testing Laboratory relating to a foreign Technical Regulation, in case it has been accredited by an Accreditation Body different from the Federal Telecommunications Institute.

 

5. Certified copy of the Articles of Incorporation issued by a public attestor evidencing that the requesting Testing Laboratory is a legal entity duly incorporated and with address in the Mexican United States, in accordance with applicable Law, as well as of the Bylaws evidencing that the Testing Laboratory is a legal entity whose corporate purpose is to perform laboratory tests on products, processes or services related to the subject matter and scope of the foreign Technical Regulations on which it is requesting the extension of the scope of the Designation to Evaluate Conformity.

 

6. Formalized copy issued by a notary public of the capacity granted as legal representative to the signatory of the Designation’s scope extension request.

 

7. Personal and location data of the Testing Laboratory: name, unique identifier, physical and mail address, contact person, telephone number and electronic mail.

 

8. Official identification with photograph of the Testing Laboratory’s legal representative in charge of the procedure.

 

9. When applicable, copy of the document by which the Federal Telecommunications Institute or an Accreditation Body grants Accreditation to the Testing Laboratory for complying with the ISO/IEC 17025 Standard; “General requisites for the competence of testing and calibration laboratories”, where the scope is indicated.

 

10. Verification List relating to the ISO/IEC 17025 standard: “General requisites for the competence of testing and calibration laboratories”

 

11. Verification List related to the testing methods of the foreign Technical Regulation within the scope of the accredited party, integrated by the Accreditation Body or the Federal Telecommunications Institute.

 

12. List of nonconformities and the solutions implemented by the Testing Laboratory to correct them.

 

13. Re-evaluation and verification plan for the Testing Laboratory referred in clause 7.11.3 of the ISO/IEC17011 IEC17011: “Conformity Evaluation, general requisites for Accreditation Agencies who Accredit Conformity Evaluation agencies”.

 

14. The accredited and authorized national third party Testing Laboratory shall also submit the specific documents and/or additional information, as required under applicable terms of the Regulating Authority, in accordance with the corresponding Mutual Recognition Agreement.

Relating to the provision that the term shall not exceed 15 calendar days from the reception of the Designation request. Such warning will be delivered by the electronic means established by the Federal Telecommunications Institute, provided that the requester has expressly accepted electronic notices. The interested party may correct the omissions within a term not exceeding 25 calendar days from the delivery of such warning. Upon conclusion of said term without any response, the request will be deemed as not filed.

 

Specific documents numbers 2, 3, 4 and 5 of the “Documents to be delivered to perform the procedure” will only be submitted the first time that the accredited Testing Laboratory requests Designation relating to a foreign Technical Regulation from the Federal Telecommunications Institute, or when the circumstances or persons referred in such requisites change.
