Who?

Accredited Agencies Authorized by the Federal Telecommunications Institute.


When or in what cases?

When Accreditation Agencies Authorized by the Federal Telecommunications Institute desire to extend their authorizations to perform activities of national third party Testing Laboratories’ accreditation on the subject of telecommunications and broadcasting, they shall file their request 3 (three) months in advance to the expiry of the corresponding Authorization. 

Presented preferably through the Sistema de Organismos de Evaluación de la Conformidad ("SOEC"), through the following electronic link https://laboratorios.ift.org.mx/laboratorios/web/index.php, or through writing in free writting document, presented at the Filling Office of the Federal Institute of Telecommunications.

Granting of an extension to the validity of an Accreditation Body’s Authorization for a term up to the one originally authorized.

Validity of 2 years.

In case the maximum response term has concluded and Federal Telecommunications Institute has not issued any decision, opinion or notice related to the filed request, the decision shall be understood as unfavorable. This, in accordance with the stipulations of article 17 of the Ley Federal de Procedimiento Administrativo.

4. The request being formulated;

5. The facts and arguments motivating the request;

6. The destination administrative body, and

7. Place and date of issuance of the document.

Documents:

General requisites (simple copy):

1. Free Form Document requesting the authorization of an extension for an Accreditation Body on the subject of Telecommunications and Broadcasting signed by the legal representative of the Accreditation Body;

2. A valid document by which the Federal Telecommunications Institute authorized the Accreditation Body to perform activities of Accreditation of national third party Testing Laboratories on the subject of telecommunications and broadcasting;

3. When applicable, formalized copy issued by a notary public of the authority granted as legal representative to the signatory of the request for Authorization, whose address shall be located in the Mexican United States, and

4. To express its consent or not to notices by electronic means. In case of acceptance, it shall indicate an electronic mail for their reception. Otherwise, it shall indicate an address for service in Mexico City.

Specific requisites (simple copy):

1. Official identification of the Accreditation Body’s legal representative in charge of the procedure.

2. A folder in digital format including the following documents corresponding to the most recent year of operations of the Accreditation Body:

Scope of the Authorization to be obtained, clearly describing its Accreditation activities, indicating the corresponding international Standards, guidelines and other regulating documents;

Structure (diagram);

Procedures and Policies Manual;

 A document evidencing the existence and implementation of a management system appropriate to the type, reach and volume of the executed tasks;

Documentary control procedure

A procedure for the identification and management of non-conformities in their own operations;

Results of the last internal revision;

Results of the most recent evaluations among peers;

Participation in international activities;

Trends on non-conformities;

The status of preventive and corrective actions;

Objectives attained;

Registry of´pertinent qualifications, education, experience and competences of each person involved in the Accreditation process;

Changes that affect the management system;

Appeals;

Mechanisms to guarantee independence and impartiality with respect to the TLs requesting Accreditation, and

Complaints analysis.

In case of procedures performed before the Filing Office, a simple copy of the request shall be delivered, in case the interested party requires an acknowledgment of receipt.

Article 15-A of the Ley Federal de Procedimiento Administrativo.

Business or natural days, months:

15 calendar days from the date of delivery of the corresponding Authorization extension request.

Said warning will be delivered by electronic mail to the requester, in case it has expressly accepted notices by electronic means. The interested party may correct the omissions within a term not exceeding 25 calendar days from the delivery of such warning. Upon conclusion of said term without any response, the request will be deemed as not filed.

In case the indicated warning is not issued in due time and manner, the Federal Telecommunications Institute may not reject the procedure or service on the grounds of being incomplete. Otherwise, the maximum term for the resolution of the procedure or service will be suspended from the time of the corresponding notice and will be resumed on the following business day from the date when the interested party delivers response.

The Federal Telecommunications Institute:, in accordance with the Ley Federal de Telecomunicaciones y Radiodifusión and its Organic Statute, and upon evaluation of the information delivered by the Accreditation Body, will decide in relation to the granting of the extension of the Authorization’s validity, to the purpose that said Accreditation Body accredits national third party Testing Laboratories in the telecommunications and broadcasting sectors.

Guideline ninth in relation to guideline Eleventh, second paragraph, of the Lineamientos para la acreditación, autorización, designación y reconocimiento de laboratorios de prueba.

1. Through the Sistema de Organismos de Evaluación de la Conformidad ("SOEC"), or

2. Personally, at the facilities of the Federal Telecomunications Institute, located in Insurgentes Sur 1143, Ground Floor, Colonia Noche Buena, Delegación Benito Juárez, Código Postal 03720, Ciudad de México.
