Who?

National third party Testing Laboratories accredited by an Accreditation Body.


When or in what cases?

When national third party Testing Laboratories are interested in performing tests or determining one or more characteristics of a telecommunications or broadcasting product or infrastructure, subject to the Conformity Evaluation in accordance to ISO/IEC 17025 Standard; “General requisites for competence of testing and calibrating laboratories” and rated to a foreign Standard, Technical Rule or Technical Regulations, shall deliver the request 3 months in advance to its expiry date.

Presented preferably through the Sistema de Organismos de Evaluación de la Conformidad ("SOEC"), through the following electronic link https://laboratorios.ift.org.mx/laboratorios/web/index.php, or through writing in free writing document , presented at the Filling Office of the Federal Institute of Telecommunications.

The Federal Telecommunications Institute will issue the extension of the Authorization of a national third party Testing Laboratory accredited by an Accreditation Body.

The extension of the Authorization will have a maximum validity of 2 years and may not be extended again.

In case the maximum response term has concluded and Federal Telecommunications Institute has not issued any decision, opinion or notice related to the filed request, the decision shall be understood in a negative sense. In accordance with the stipulations of article 17 of the Ley Federal de Procedimiento Administrativo.

Data:

Such extension request shall comply with the requisites under which the Authorization was granted and evidence that those have not been amended. When applicable, the following information shall be delivered again:

1. Testing Laboratory’s data:

1.1 Name or corporate name of the Testing Laboratory.

1.2 Federal Taxpayers Code (RFC).

1.3 Address or location.

1.4 Telephone number(s).

1.5 Fax.

1.6. Electronic mail.

1.7. Website.

2. Legal representative’s data

2.1 Full name.

2.2 Federal Taxpayers Code (RFC).

2.3 Unique Population Registry Code (CURP).

2.4 Address.

2.5 Telephone number(s) and Fax.

2.6. Electronic mail.

3. Test for which Extended Authorization is requested

3.1 Indicate the full title of the foreign Standard, Technical Rule or Technical Regulations on the subject of telecommunications and broadcasting, including its edition year.

3.2 The corresponding test or method (indicate the section or paragraph when necessary).

3.3 It shall comply with the conditions and requisites under which the Authorization was granted and evidence that those have not been amended.

Documents:

1. Request for Validity Extension of the Authorization of a by the Federal Telecommunications Institute

Such extension request shall comply with the conditions and requisites under which the Authorization was granted and evidence that those have not been amended. When applicable, the following documents shall be delivered again:

1.1 Certified copy of the Articles of Incorporation issued by a public attestor evidencing that the requesting Testing Laboratory is a legal entity duly incorporated and with address in the Mexican United States, in accordance with applicable Law, as well as of the Bylaws evidencing that the Testing Laboratory is a legal entity whose corporate purpose is to perform laboratory tests to Evaluate Conformity.

1.2 Formalized copy issued by a public attester on the capacity granted to the legal representative whose address shall be located in the Mexican United States.

1.3 Official identification of the Testing Laboratory’s legal representative in charge of the procedure.

1.4 Copy of the document by which an Accreditation Body authorized by the Federal Telecommunications Institute grants Accreditation to the Testing Laboratory due to its compliance with the ISO/IEC 17025 Standard, indicating its scope, same that shall match the one requested by the Testing Laboratory for Authorization.

1.5 Verification List used for the Accreditation, in terms of the ISO/IEC.17025 standard.

1.6 Verification List related to the testing methods of the Standard, Technical Rule or foreign Technical Regulations integrated by the Accreditation Body at the time of Accreditation.

1.7 List of non-conformities and the solutions implemented by the Testing Laboratory to correct them.

1.8 Re-evaluation and verification plan for the Testing Laboratory referred in clause 7.11.3 of the ISO/IEC.17011 standard.

The authorized Testing Laboratory shall fully comply with the conditions and requisites under which the Authorization was granted and evidence that those have not been amended.

The request shall be delivered by the electronic means that the Federal Telecommunications Institute indicates for this effect, and shall be made three months in advance to its expiry date.

In case that the request of the interested Testing Laboratory does not comply with the requisites or is not accompanied by the indicated information, the Federal Telecommunications Institute will warn the interested Testing Laboratory within 4 calendar days from the corresponding Authorization request’s filing date.

Such warning will be delivered by the electronic means established by the Federal Telecommunications Institute, provided that the requester has expressly accepted electronic notices.

The interested party may correct the omissions within a term not exceeding 25 calendar days from the delivery of such warning; Upon conclusion of said term without any response, the request will be deemed as not filed.
