Who?

Concessionaires of long distance service.


When or in what cases?

When it requires to carry international traffic through a switching central, it shall operate as an international port.

Authorization requests shall be submitted at least 20 business days in advance to the intended date of start of operations of the International Port.

1. Name or corporate name of the petitioners or, when applicable, of their legal representative;

In addition, authorization requests to operate International Ports shall include the following for each one of the intended operation Centrals:

1. Name of the Central;

2. Address and geographic coordinates where the Central is located;

3. Central’s brand, model and Traffic capacity;

4. List and interconnection diagram of its own Centrals and those owned by other concessionaires to be linked to the Central;

5. List of the Foreign Operators whose networks will be linked to the Central, as well as the interconnection diagram between the Central and the corresponding Foreign Networks, clearly indicating the geographic location of the points where the country’s border are crossed;

6. Statement under oath by the Long Distance Service Concessionaire, indicating that the Central has the necessary systems to keep continuous accounting of at least the following: 

6.1. Incoming international traffic, by type or mode, destination number and country of origin;

6.2. Outgoing international traffic, by type or mode, originating number and destination country;

6.3. Date, hour, minute and second of start and termination of each International Traffic call or message; 

6.4. Income and expenses for International Traffic, and

6.5. Details included in the addenda of the International Telecommunications Rules;

7. Statement under oath ty the Long Distance Service Concessionaire, indicating that the Central has the necessary systems to keep the information described in number 1 to 5, of the preceding number 6, for 120 business days, from the date when such information is generated.

The petitioner shall attach to its document the documents that evidence his or her capacity, as well as those required in each case by the corresponding regulations.

In addition, a simple copy of the requests for registration in the Telecommunications Registry, duly filed before the Commission, of the International Interconnection Agreements formalized with the Foreign Operators with which the interconnection will be done.

In case the indicated warning is not issued in due time and manner, the Federal Telecommunications Institute may not reject the procedure or service on the grounds of being incomplete. The maximum term for the resolution of the procedure or service will be suspended from the time of the corresponding notice and will be resumed on the following business day from the date when the interested party delivers response.

1. International Port Operators shall provide International Traffic switching, routing and accounting services, in non-discriminatory terms, to all Long Distance Service Concessionaires who request them.

2. Long Distance Service Concessionaires who do not have authorization to operate an International Port and who intend to carry International Traffic shall interconnect with one or many International Por Operators to carry International Traffic, as well as have their own or leased capcity to deliver the International Traffic to the International Port Operator.
