Who?

International Long Distance Service Concessionaires.


When or in what cases?

When an International Long Distance concessionaire intends to provide international telecommunications services with foreign carriers using their public network.

Authorization. 

The validity of the authorization will be the same as the one established in the International Interconnection Agreement, provided that it has no amendments.

Upon conclusion of the 15 business day term, from the delivery of the whole International Interconnection Agreement, without any statement by the Federal Telecommunications Institute on its contents, it may be formalized.

5. The document shall be signed by the interested party or legal representative, unless he or she does not know how to sign or is unable to sign, in which case his or her fingerprint will be printed, and

6. The petitioner shall attach to its document the documents that evidence his or her capacity, as well as those required in each case by the corresponding regulations.

1. Draft of the international interconnection agreement, which shall be delivered in Spanish or, when applicable, translated by an expert translator, which shall expressly stipulate:

1.1. The services subject matter of the international interconnection between the network of the long distance service concessionaire and the foreign network, and

1.2. The amount of the rates for international traffic agreed between the long distance service concessionaire and the foreign carrier for the services subject matter of the international interconnection (one original and no copies).

In case that International Interconnection Agreements, authorized and registered in the Public Concessions Registry are amended, such agreements shall be subject once more to the authorization by the Federal Telecommunications Institute, unless said amendment deals with the agreed rates for international traffic on the services related to the international interconnection.  The interested parties shall file the request for authorization to formalize international interconnection agreements 15 business days in advance to the intended formalization date.
