Who?

Accreditation Body interested in obtaining Authorization from the Federal Telecommunications Institute to perform the duties of Accreditation of third party national Testing Laboratories on the subject of telecommunications and broadcasting. 


When or in what cases?

When Accreditation Agencies are interested in performing duties of Accreditation of third party national Testing Laboratories on the subject of telecommunications and broadcasting.

Preferably submitting it through the Sistema de Organismos de Evaluación de la Conformidad ("SOEC"), at the following link https://laboratorios.ift.org.mx/laboratorios/web/index.php or by written draft in freestyle format, submitted in the Filing Office of the Federal Telecommunications Institute.

Guideline Eighth, fraction I, of the Acuerdo mediante el cual el pleno del Instituto Federal de Telecomunicaciones expide los Lineamientos para la acreditación, autorización, designación y reconocimiento de laboratorios de prueba.

The Federal Telecommunications Institute will issue the Authorization of an Accreditation Body.

The Accreditation Body’s Authorization will be valid for 2 years.

In case the maximum response term has concluded and Federal Telecommunications Institute has not issued any decision, opinion or notice related to the filed request, the decision shall be understood in a negative sense. In accordance with the stipulations of article 17 of the Ley Federal de Procedimiento Administrativo.

1. General requirements

1.1 Request for authorization duly filled out and signed by the legal representative of the Accreditation Body.

1.2 Certified copy of the Articles of Incorporation issued by a public attestor evidencing that the requesting agency is a legal entity duly incorporated and with address in the Mexican United States, in accordance with applicable Law, as well as of the Bylaws evidencing that the agency is a legal entity whose corporate purpose is to Accredit agencies to Evaluate Conformity.

1.3 Formalized copy issued by a public attester on the capacity granted to the legal representative whose address shall be located in the Mexican United States.

1.4 To express its consent or not to notices by electronic means. In case of acceptance, it shall indicate an electronic mail for their reception. Otherwise, it shall indicate an address for service in Mexico City.

2. Specific requirements.

2.1 Official identification of the Accreditation Body’s legal representative in charge of the procedure.

2.2 A folder in digital format including the following documents corresponding to the most recent year of operations of the Accreditation Body.

2.2.1 Scope of the Authorization to be obtained, clearly describing its Accreditation activities, indicating the corresponding international Standards, guidelines and other regulating documents.

2.2.2 Structure (diagram).

2.2.3 Procedures and policies manual.

2.2.4 A document evidencing the existence and implementation of a management system appropriate to the type, reach and volume of the executed tasks.

2.2.5 Document control procedure.

2.2.6 A procedure for the identification and management of non-conformities in their own operations.

2.2.7 Results of the last internal revision.

2.2.8 Results of the most recent evaluations among peers.

2.2.9 Involvement in international activities.

2.2.10 Trends in non-conformities.

2.2.11 The status of preventive and corrective actions.

2.2.12 Compliance with objectives.

2.2.13 Registry of´pertinent qualifications, education, experience and competences of each person involved in the Accreditation process.

2.2.14 Changes that affect the management system.

2.2.15 Appeals.

2.2.16 Mechanisms to guarantee independence and impartiality in relation to the third party Testing Laboratories requesting Accreditation.

          2.2.17 Complaint analysis.

When the Federal Telecommunications Institute does not carry out the prevention here stated, the Institute cannot discard the procedure based on its incomplete status. On the contrary, the maximum deadline for the resolution of the procedure will be suspended as of the corresponding notice and will recommence as of the immediate business day after the day the interested party answers.

The Federal Telecommunications Institute, in accordance with the Ley Federal de Telecomunicaciones y Radiodifusión and its Estatuto Orgánico, and upon evaluation of the information delivered by the Accreditation Body, will decide in relation to the granting of the Authorization, to the purpose that said Accreditation Body accredits national third party Testing Laboratories in the telecommunications and broadcasting sectors.

In case the request of the interested Accreditation Body to obtain Authorization does not comply with the requisites or is not accompanied by the requested information listed above, the Federal Telecommunications Institute will issue a warning in writing to the Accreditation Body for one single occasion, within a term of 15 calendar days from the reception of the Authorization request. Such warning will be delivered by the electronic means established by the Federal Telecommunications Institute, provided that the requester has expressly accepted electronic notices. The interested party may correct the omissions within a term not exceeding 25 calendar days from the delivery of such warning. Upon conclusion of said term without any response, the request will be deemed as not filed.
