Prior to filing a request for assignment of specific non-geographic numbering, the telecommunications service provider shall have an origin and destination long distance network operator identification code (ABC/BCD) or an administrative identification code (IDA) assigned by the Federal Telecommunications Institute, as the case may be.

Prior to the filing of specific non-geographic numbering assignment request by a telecommunications service trader, it shall register a service trading agreement with any public telecommunications network provider holding codes ABC/BCD in the Public Concessions Registry, and such agreement shall expressly include the concessionaire’s authorization to the trader to use its ABC for the numbering request.

Submit original letter by the user requesting specific non-geographic numbers.

In case the specific non-geographic number requested by the user through the telecommunications services provider is not available, the Federal Telecommunications Institute shall notify the requester and, to the extent possible, will propose other options that may satisfy the user’s needs.  

Traders will only have access to specific non-geographic numbers in terms of number 8.2.3 of the Plan Técnico Fundamental de Numeración.

In case a user requires a specific non-geographic number for a particular service, such number shall be requested from any of the telecommunications service providers, who shall file the corresponding request before the Federal Telecommunications Institute.

Original letter by which the user requests the specific non-geographic number(s) from the telecommunications service provider shall be delivered.

Users who obtain specific non-geographic numbers in accordance with the preceding item, shall begin their regular usage within 90 calendar days from the corresponding assignment. Upon conclusion of this term without beginning its usage, the provider with the IDA code associated to the number shall notify the Federal Telecommunications Institute in writing, so that the number is restored to the non-geographic numbers reserve.

Specific non-geographic numbers may be cancelled by the user’s will or due to non-payment to the operator. In case of cancellation, the corresponding numbers will be restored to the non-geographic numbers reserve of the Federal Telecommunications Institute, in the terms of the numbers restore procedure of the Reglas de Portabilidad.

Cancelled specific non-geographic numbers may not be assigned to any user for a term of 6 months from the corresponding cancellation date.

To the effect of registering the assigned specific non-geographic numbering in the Administrative Database and begin its usage, the process indicated in Rule 51 of the Acuerdo mediante el cual el Pleno del Instituto Federal de Telecomunicaciones emite las Reglas de Portabilidad Numérica y modifica el Plan Técnico Fundamental de Numeración, el Plan Técnico Fundamental de Señalización y las especificaciones operativas para la implantación de portabilidad de números geográficos y no geográficos (Reglas de Portabilidad), published in the Federal Official Gazette on November 12, 2014, shall be followed.

In terms of Article second, number 8.2.3.6, of the Reglas de Portabilidad, the user of the assigned numbering shall begin their regular usage within 90 calendar days from the assignment of the numbers to the concessionaire.  Upon conclusion of this term without the addition of the number to the corresponding directory and/or without traffic being carried to said number, it shall be restored to the non-geographic numbers reserve of the Federal Telecommunications Institute.

In case the assigned specific non-geographic numbers are cancelled for any reason, or under the assumptions referred above, the concessionaire shall notify the Federal Telecommunications Institute about such situation within a term of 10 business days, from the date of cancellation or expiry of the indicated term, as the case may be, to the effect that such numbers be restored to the non-geographic numbers reserve of the Federal Telecommunications Institute, in accordance with article second, numbers 8.2.3.6. and 8.2.3.9. of the Reglas de Portabilidad.
