Who?

Public Telecommunications Networks Concessionaires authorized to provide mobile services who hold a concession to use, benefit from or exploit frequency bands of the radio spectrum.

When Public Telecommunications Networks Concessionaires authorized to provide mobile services who hold a concession to use, benefit from or exploit frequency bands of the radio spectrum require the assignment of IMSIs.

Free form document, accompanied by the Guide for IMSIs Assignment Study, in printed and electronic media, submitted before the Filing Office of the Federal Telecommunications Institute.


Legal basis:

Article 15 of the Ley Federal de Procedimiento Administrativo.

The Federal Telecommunications Institute will issue the Assignment or Partial Assignment of IMSI, or, when applicable, the Invalid Request for IMSI official document.

Guide for the IMSI Assignment Study

Which is an integral part of the Acuerdo de la reunión del Comité Consultivo del Plan Técnico Fundamental de Numeración-Redes Inalámbricas Móvile held on August 24, 1999, en el que se estableció el Procedimiento de Asignación de las IMSIs.

1. Free form document requesting the assignment of IMSI, including: 

1.1 Destination administrative body, place and date of issuance.

1.2 Name or corporate name of the petitioners or, when applicable, of their legal representative.

1.3 Address for service.

1.4 Name and electronic mail of the person or Persons authorized as agents for service.

1.5 The facts and arguments motivating the request.

1.6 The quantity of requested IMSIs.

1.7. Signature of the interested party or its legal representative.

 

2. Guide for the IMSI Assignment Study

The Guide for the IMSI Assignment Study shall include the following information:

2.1 Request date in dd/mm/yyyy format.

2.2 Requesting concessionaire.

2.3 Address (street, external number, apartment, neighborhood, zip code, City, Municipality, State).

2.4 Legal representative’s name.

2.5 Telephone.

2.6 Fax.

2.7 Requested IMSI.

2.8 Occupation interval.

2.9 Previously assigned IMSIs and their usage date (quantity and location).

2.10 Network topology (diagram shall be attached).

2.11 Request’s justification

2.12 Usage start date in dd/mm/yyyy format.

2.13 Technology used by the network.

2.14 Name, position and signature of the requester.

Additional IMSIs request.

In case of requesting additional IMSIs, besides submitting the information indicated in items 1, 2 and 3, the requester shall provide proof that it has used 80 percent or more of the previously assigned IMSIs.

1. IMSIs will be assigned only to Telecommunications Mobile Networks Concessionaires authorized to provide mobile services who require them.

2. The IMSIs shall be assigned exclusively to mobile services.

3. The requester shall justify that the radio protocol used in its network requires the use of IMSIs to identify mobile subscriptions.

4. In case that one IMSI is in conflict between two operators, the Institute shall determine, jointly with them, a process to resolve the issue.
