2. Guide for details on the requested numbering
Telecommunications services providers interested in obtaining assignment of geographic numbering shall attach to their request an electronic file in CSV, xls or xlsx format, including the following information:

1.  FILE HEADER:
1.1 Telecommunications Services Providers Alphanumeric. Name or Corporate Name of the Telecommunications Service Provider. Do not use short names or commercial brands.
1.2 Request date: Date format dd/mm/yyyy, where dd=day, mm=month and yyyy=year. Request preparation date.
1.3 Reference number: Alphanumeric. Telecommunications services provider’s request number or identifier, when applicable. 
1.4 Total registers: Numeric. Total quantity of records included in the request. A record means a petition for numbering for a mode of service or collection (FIXED/MPP/CPP), where MPP means mobile party pays and CPP caller party pays, in a specific geographic area.
1.5 Total records: Numeric. Total sum of the requested numbering quantities in the total records included in the report. 
1.6 Total records: Numeric. Total sum of the requested numbering quantities under the FIXED mode.
1.7 Total records: Numeric. Total sum of the requested numbering quantities under the CPP mode.
1.8 Total records: Numeric. Total sum of the requested numbering quantities under the MPP mode.
1.9 Usage date; Date format dd/mm/yyyy, where dd=day, mm=month and yyyy=year. Requested numbering usage start date indicated by the telecommunications service provider. 
1.10 Testing start date; Date format dd/mm/yyyy, where dd=day, mm=month and yyyy=year. Requested numbering testing start date indicated by the telecommunications service provider. 

2. FILE DETAILS: 
2.1 Registration Number: Numeric. Sequential number identifying each numbering request. 
2.2 Census code: Numeric. Census code assigned by the National Geography and Statistics Institute (INEGI) to identify a town or city within the national territory. Census code is composed of nine digits. The first two indicate the State, the following three the municipality and the last four the town or city. It shall be ensured that this item’s length is nine digits, so a zero shall be added to the left when necessary.
2.3. ASL: Numeric. Geographic area associated to a Region Identification Number (NIR), on which numbering is requested, previously known as Local Service Area. 
2.4. NIR: Numeric. Region Identification Number, numberic two or three digit code identifying the geographic area for which numbering is requested.
2.5 Town or city: Alphanumeric. Official name of the town or city representative of the geographic area for which numbering is requested.
2.6 Quantity Numeric. Quantity of numbering requested in the geographic area associated to the NIR. 
2.7 Mode: Alphanumeric. Service mode or charge type associated to the requested numbering (“FIXED”, “CPP” or “MPP”).
2.8 Name of the Central; Alphanumeric. Name unambiguously identifying the concessionaire’s central or switching equipment where the requested numbering will be loaded.
2.9 Brand. Alphanumeric. Name of the brand of the central or switching equipment’s manufacturer, where the requested numbering will be loaded.
2.10 Model. Alphanumeric. Name, denomination or number identifying the central or switching equipment’s model, where the requested numbering will be loaded.
2.11 Hierarchy. Alphanumeric. Type or class of central or switching equipment in a public switched telephone network or public pack switching telecommunications network
2.12 Street. Alphanumeric. Name of the street where the central or switching equipment where the requested numbering will be loaded is located.
2.13 Number. Alphanumeric. External number and, when applicable, apartment of the facilities where the central or switching equipment where the requested numbering will be loaded is located.
2.14 Neighborhood. Alphanumeric. Name of the neighborhood where the central or switching equipment where the requested numbering will be loaded is located.
2.15 Zip code. Numeric. Five digit number of the zip code where the central or switching equipment where the requested numbering will be loaded is located. It shall be ensured that the length of this item is five digits.
2.16 Latitude. Alphanumeric. Geographic coordinates of the location of the central or switching equipment where the requested numbering will be loaded, in degrees, minutes and seconds referred to the North, which shall be input with delimiter characters as follows ##°##’##’’.  Seconds may contain decimals. Do not include the letter “N” in the latitude coordinates.
2.17 Longitude. Alphanumeric. Geographic coordinates of the location of the central or switching equipment where the requested numbering will be loaded, in degrees, minutes and seconds referred to the West, which shall be input with delimiter characters as follows ##°##’##’’. Seconds may contain decimals. Do not include the letter “W” or “O” in the longitude coordinates.
2.18 Installed capacity. Numeric. Installed capacity in lines of the central or switching equipment where the requested numbering will be loaded.
2.19 Final capacity. Numeric. Final capacity in lines that will be available in the central or switching equipment where the requested numbering will be loaded.
2.20 Delivery central: Alphanumeric. Name unambiguously identifying the concessionaire’s central or switching equipment to which the central where the requested numbering will be loaded will interconnect.
2.21 Brand. Alphanumeric. Name of the brand of the central or switching equipment’s manufacturer, to which the central where the requested numbering will be loaded will interconnect.
2.22 Model. Alphanumeric. Name, denomination or number identifying the central or switching equipment’s model, to which the central where the requested numbering will be loaded will interconnect.
2.23 Hierarchy. Alphanumeric. Type or class of central or switching equipment in a public switched telephone network or public pack switching network.
2.24 Street. Alphanumeric. Name of the street where the central or switching equipment to which the central where the requested numbering will be loaded will interconnect is located.
2.25 Number. Alphanumeric. External number and, when applicable, apartment of the facilities where the central or switching equipment to which the central where the requested numbering will be loaded will interconnect is located.
2.26 Neighborhood. Alphanumeric. Name of the neighborhood where the central or switching equipment to which the central where the requested numbering will be loaded will interconnect is located.
2.27 Zip code. Numeric. Five digit number of the zip code where the central or switching equipment to which the central where the requested numbering will be loaded is located.
2.28 Latitude. Alphanumeric. Geographic coordinates of the location of the central or switching equipment to which the central where the requested numbering will be loaded, in degrees, minutes and seconds referred to the North, which shall be input with delimiter characters as follows ##°##’##’’. Seconds may contain decimals. Do not include the letter “N” in the latitude coordinates.
2.29 Longitude. Alphanumeric. Geographic coordinates of the location of the central or switching equipment to which the central where the requested numbering will be loaded, in degrees, minutes and seconds referred to the West, which shall be input with delimiter characters as follows ##°##’##’’. Seconds may contain decimals. Do not include the letter “W” or “O” in the longitude coordinates.
2.30 Installed capacity. Numeric. Installed capacity in lines of the central or switching equipment to which de central where the requested numbering will be loaded will interconnect.
2.31 Final capacity. Numeric. Final capacity in lines that will be available in the central or switching equipment to which the central where the requested numbering will be loaded will interconnect.
2.32 Network Concessionaire. Alphanumeric. Name or corporate name of the concessionaire with which the telecommunications services trader has signed a service trading agreement by which traffic routing of the corresponding numbering will be performed. This item shall only be reported by telecommunications services traders, public telecommunications networks concessionaires shall fill with zero “0”.
Notes: All items are mandatory, with the exception of items v), w), x), y), ee), ff), gg), hh), ii), jj), kk), ll), mm) nn) y oo), which shall be filled with a zero “0” in case the requester does not have such information for a justified reason or such information is not applicable.
All text input shall be uppercase without accents and commas.

3. Active lines report.

For the case of requests for geographic numbering additional to the one already assigned to the telecommunications services provider in the area corresponding to the NIR for which numbering is requested, an electronic file in CSV, xls or xlsx format including the following information shall be attached:

1. FILE HEADER:

1.1 Telecommunications Services Providers Alphanumeric. Name or Corporate Name of the Telecommunications Service Provider. Do not use short names or commercial brands.
1.2 Report date: Date format dd/mm/yyyy, where dd=day, mm=month and yyyy=year. Report preparation date.
1.3 Reference number: Alphanumeric. Telecommunications service provider’s report number or identifier, when applicable. 
1.4 Total registers: Numeric. Total quantity of registers included in the report. A record means the report of active numbering in each town or city or geographic area where it holds assigned numbering.
1.5 Sum of assigned numbering. Numeric. Total quantity of numbering assigned by the Federal Telecommunications Institute to the telecommunications service provider in the town or city or geographic area where usage is reported.
1.6 Sum of active fixed lines: Numeric. Total quantity of numbering assigned by the Federal Telecommunications Institute to the public telecommunications services provider under the FIXED mode in all records included in the report.
1.7 Sum of CPP active lines: Numeric. Total quantity of numbering assigned by the Federal Telecommunications Institute to the public telecommunications services provider under the caller party pays mode (CPP) in all records included in the report.
1.8 Sum of active MPP Lines: Numeric. Total quantity of active numbering assigned by the Federal Telecommunications Institute to the public telecommunications services provider in the mobile party pays (MPP) mode in all records included in the report.
1.9 Total sum of active lines: Total quantity of active numbering assigned by the Federal Telecommunications Institute to the public telecommunications services provider under the FIXED, caller party pays (CPP) and mobile party pays (MPP) modes, in all records included in the report.

2. FILE DETAILS:

2.1 Registration Number: Numeric. Sequential number identifying each active numbering report. 
2.2 Census code: Numeric. Census code assigned by the National Geography and Statistics Institute (INEGI) to identify a town or city within the national territory. 2.5 Total assigned numbers:  Numeric. Total quantity of numbering assigned by the Federal Telecommunications Institute to the telecommunications service provider in the town or city or geographic area where usage is reported.
2.6 Total active fixed lines: Numeric. Total quantity of active numbering assigned by the Federal Telecommunications Institute to the telecommunications service provider under the FIXED mode in the town or city or geographic area where usage is reported.
2.7 Total active CPP lines: Numeric. Total quantity of active numbering assigned by the Federal Telecommunications Institute to the public telecommunications services provider funder the caller party pays (CPP) mode in the town or city or geographic area where usage is reported. 
2.8 Total active MPP lines: Numeric. Total quantity of active numbering assigned by the Federal Telecommunications Institute to the public telecommunications services provider funder the mobile party pays (MPP) mode in the town or city or geographic area where usage is reported. 
2.9 Total active Lines: Numeric. Total quantity of active numbering assigned by the Federal Telecommunications Institute to the public telecommunications services provider under the FIXED, caller party pays (CPP) and mobile party pays (MPP) modes, in the town or city or geographic area where usage is reported. 
Notes: All text input shall be uppercase without accents and commas.
In case no assigned or active numbering is held in any of the modes, fill the corresponding item with zero “0”.
The active lines report shall be based only on the numbering assigned directly by the Federal Telecommunications Institute to the telecommunications service provider.
Those lines corresponding to numbering ported in favor of another telecommunications service provider shall not be reported as active lines.
To the effects of the active numbering report, numbering with users in service, numbering in quarantine and numbering donated to another telecommunications services provider as a result of a portability process, and the ones used for internal use of its public telecommunications network, shall be included.

1. Prior to filing a request for geographic numbering, the telecommunications service provider shall have an origin and destination local network identification code (IDO/IDD) assigned by the Federal Telecommunications Institute.

2. To the purpose of determining if the quantity of geographic numbering requested by a telecommunications service provider is valid, invalid or if a lower quantity shall be assigned, the Federal Telecommunications Institute may take into account, among other, the following factors: the historical behavior of the assignments granted to the requester or to other telecommunications service providers in the same geographic area, the usage of the numbering previously assigned to the requester or to other telecommunications service providers in the same geographic area, the availability of numbering in the geographic area, any other information that allows the requester to support its request.

3. In accordance with number 8.1.4, item b), of the Plan técnico Fundamental de Numeración, to the purpose of verifying an efficient use of the numbering that the requester may have previously obtained, it shall accredit by means of an active lines report attached to its request, that for the full coverage of a geographic area associated to a NIR and for a certain mode of service or charge, it has a numbering usage percentage of nearly eighty percent.

4. In case the requester contracts numbers from another telecommunications service provider to provide fixed and/or mobile services, it shall observe the stipulations of Rule 25 bis in article first of the Acuerdo mediante el cual el Pleno del Instituto Federal de Telecomunicaciones modifica las Reglas de Portabilidad Numérica publicadas el 12 de noviembre de 2014, así como el Plan Técnico Fundamental de Numeración published on November 12, 2014, as well as the Plan Técnico Fundamental de Numeración published on June 21, 1996.

5. Prior to filing its request before the Federal Telecommunications Institute, the telecommunications service provider shall consider that the quantity of numbering required will be fully used within 12 months following the date of the assignment which may be issued.  In this sense, the required quantity of numbering shall be consistent with the market's behavior and real demand, competition and specific situation of its company.

6. To select the numbering to be assigned to a telecommunications services provider, the Federal Telecommunications Institute will choose in the first place and in ascending sequential order those series which, within the geographic area associated to the NIR for which the numbering is requested, include full thousands (X000 to X999, where X=0, 1, 2, ...9) of available for assignment numbering.
