Article 205 of the Ley Federal de Telecomunicaciones y Radiodifusión, published in the Federal Official Gazette on July 14, 2014.

Number 2.3 of the Acuerdo mediante el cual se establece el procedimiento para la presentación de la solicitud electrónica de registro de tarifas a los usuarios que deben cumplir los concesionarios y autorizados de servicios de telecomunicaciones, al amparo de la Ley Federal de Telecomunicaciones y Radiodifusión, published in the Federal Official Gazette on December 4, 2014.

Who?

1. Holders of unique concessions to provide all kinds of public telecommunications services for commercial or social use.

2. Holders of concessions to use, leverage and exploit frequency bands of the radio spectrum for specific use on the subject of telecommunications for commercial or social use.

3. Holders of concessions to occupy and exploit orbital resources for commercial or social use.

4. Holders of concessions to install, operate and exploit a public telecommunications network.

5. Holders of concessions to use, leverage and exploit frequency bands of the radio spectrum for specific use.

6. Holders of concessions to occupy geostationary orbital positions and satellite orbits.

7. Holders of concessions to exploit emission and reception rights of signals of frequency bands associated to foreign satellite systems that cover and may render service within the national territory.

8. Holders of authorizations to establish and operate or exploit a telecommunications service trader, not having the capacity of a concessionary.

9. Holders of concessions to exploit emission and reception rights of signals of frequency bands associated to foreign satellite systems that cover and may render service within the national territory.

10. Holders of permits to establish, operate or exploit a telecommunications service trader not having the capacity of a public network.


When or in what cases?

The procedure shall be performed by all of the aforementioned concessionaires, licensees? and authorized parties?, and is a procedure prior to the registration of user fees.

By filing the Format to access the electronic fee registration system of the Public Concessions Registry, duly filled up, before the Filing Office of the Federal Telecommunications Institute.

Number 2.3 of the Acuerdo mediante el cual se establece el procedimiento para la presentación de la solicitud electrónica de registro de tarifas a los usuarios que deben cumplir los concesionarios y autorizados de servicios de telecomunicaciones, al amparo de la Ley Federal de Telecomunicaciones y Radiodifusión.

Once the procedure is completed, the concessionaires, permissionaires and/or authorized service providers will receive, in their registered electronic mail, a username and password to access the Electronic Fee Registration System, allowing them to register their fees.

The petitioner will receive its username and password to access the Fees Registration Electronic System, via electronic mail, within a 5 business days term from the reception of the “Format to obtain access to the Fees Registration Electronic System of the Public Registry of Concessions”.

Application format called “Format to access the Electronic Fee Registration System”, duly filled up, as indicated in Addendum “A” of the Decision by which the Plenary of the Federal Telecommunications Institute establishes de procedure to file an electronic application for the registration of user fees that the concessionaires and authorized telecommunications service providers must comply in terms of the Ley Federal de Telecomunicaciones y Radiodifusión.

2. Document to accredit legal representative.

a) Original or certified copy of the legal instrument accrediting the capacity of its legal representative. 

b) In case of not delivering the legal instrument because it is already filed with the Federal Telecommunications Institute, the format shall include the deed’s number, date, notary public’s name, notary public’s number, file number and filing date.
