Who?

Concessionaires operating public telecommunications networks.


When or in what cases?

Individuals or legal entities who receive their concessions to operate public telecommunications networks shall register themselves within a term of 15 business days from the granting of the corresponding concession. 

By means of the "Format to gain Access to the Electronic Interconnection Requests System" submitted before the Filing Office of the Federal Telecommunications Institute

Upon completion of the procedure, the concessionaires will have their username and password to access the Interconnection Requests Electronic System, which will allow them to start negotiations of interconnection terms and/or rates, or that another concessionaire requests them in its behalf, for the subscription of the corresponding interconnection agreements, using the System.

10. Name and signature.

1. Request format so called Format to gain Access to the Electronic Interconnection Requests System. Duly filled out as indicated in Addendum A of the Interconnection Requests Electronic System.

2. Documents to accredit legal representative: 

a) Original or certified copy of the legal instrument accrediting the capacity of its legal representative.

b) In case of not delivering the legal instrument because it is already filed with the Federal Telecommunications Institute, the format shall include the deed’s number, date, notary public’s name, notary public’s number, file number and filing date.

In case a concessionaire is reluctant to register in the System, it will be subject to penalty, in terms of number 2.8 of the Acuerdo mediante el cual el Pleno del Instituto Federal de Telecomunicaciones establece el Sistema Electrónico de Solicitudes de Interconexión.

To the purpose of efficiency on the number of requests processed by the System, it offers the option to create one procedure of a group of concessionaires who file a request to one concessionaire or another group of concessionaires.

To this effects, a single legal representative shall be indicated to perform the procedure in behalf of the group of concessionaires, so that additional formats as necessary shall be submitted, according to the number of concessionaires, filling out only their identification data (numbers 1, 2, 7 and 8 of the Request Format).

In the case of legal representatives, a certified copy of the legal instrument accrediting their capacity or, in the case that this document is already filed in the Federal Telecommunications Institute, indicate the corresponding file or the date of filing. They shall have at least general authority for litigations and collections or special authority to file or request this procedure before the Federal Telecommunications Institute.
