Ruling Fourteenth, last paragraph, of the Resolution by which the Governing Board of the Federal Telecommunications Institute issues the methodology for accounting separation applicable to preponderant economic agents, agents holding substantial market power and wholesale shared networks, published in the Federal Official Gazette on December 29, 2017.

Who?

Concessionaires and/or authorized parties deemed as preponderant economic agents in the telecommunications and broadcasting sectors, agents holding substantial market power and wholesale shared network concessionaires.


When or in what cases?

In case concessionaires and/or authorized parties need to amend methodological aspects of their current implementation program, they need to submit their amended program proposal to the Federal Telecommunications Institute for authorization. 

The amendment to the implementation program shall be submitted before the Filing Office of the Federal Telecommunications Institute, in an electronic and editable format, in a compact disc and/or storage device.

The amendment to the implementation program will be deemed as approved unless the Federal Telecommunications Institute requests further modifications to its contents within 40 business days from its date of submission, in which case the concessionaire and/or authorized party shall address such requirement and submit the modified implementation program within 20 business days. In case that the implementation program does not address the requested modifications, it will be deemed as not submitted. The maximum term for approval by the Federal Telecommunications Institute in this last case is 3 months.
