Guidelines Thirteenth and Twenty Seventh, of the Lineamientos para la Acreditación de peritos en materia de telecomunicaciones y radiodifusión, published in the Federal Official Gazette on February 20, 2017, and its amendment on June 19, 2018.

Who?

The holder of a valid Expert Accreditation on the subject of telecommunications and broadcasting.


When or in what cases?

When the Accreditation of Expert on the subject of telecommunications and broadcasting is about to expire and the Federal Telecommunications Institute publishes the corresponding invitation in its Website and the Federal Official Gazette, during the month of March of each year.

1. Through the website enabled by the Federal Telecomunications Institute, or

2. In acordance with the article Octavo Transitorio of the Lineamientos para la Acreditación de peritos en materia de telecomunicaciones y radiodifusión, as long as the Institute do not enables the website to present it online, you have to present it through the correspondant format at the facilities of the Federal Telecomunications Institute.

The Federal Telecommunications Institute will grant refalication of the corresponding Accreditation and certification for a 2 year extension on the registration, which will include name, photograph, validity and accreditation registration number of the expert on the subject of telecommunications and broadcasting, as well as the corresponding specialty, which will be notified by official document.

In terms of article eighth transitory of the Lineamientos para la Acreditación de peritos en materia de telecomunicaciones y radiodifusión, while the Microsite referred in Guidelines twelfth and thirteenth is not enabled, the interested parties shall provisionally submit Formats (Addendum C and Addendum D) to the Filing Office or by the electronic means enabled in the corresponding invitation.

This information will be required in the Microsite enabled by the Federal Telecommunications Institute for this purpose, and will be in terms of the Invitation published for this effect.

Documents:

Any Accredited Expert who desires to keep such accreditation shall perform the corresponding revalidation process, attaching the following documentation in PDF: 

1. Official identification with photograph (front and back).

2. Evidence of address issued within the last 2 months (water service, gas, or telephone receipt, property tax).

3. When applicable, evidence that he or she is still an active member of some Engineering Association related to telecommunications and broadcasting with a valid registration on the subject of telecommunications and broadcasting, and that he or she is still registered in the experts list of such Association, attaching the corresponding certification.

4. Attach any information or certification (including the last 2 years) about his or her experience or professional competences which the Applicant deems that may contribute additional elements for the decision of the Federal Telecommunications Institute to revalidate his or her Expert Accreditation.

5. Take the Examination referred in Guideline seventeenth and obtain a grade of at least 75/100, or attach a certification of 40 yearly hours of Training from those indicated in the Annual Training Program passed with a grade of at least 75/100.

6. Attach payment receipt of the duties or exploitations determined by the plenary of the Federal Telecommunications Institute for revalidation.

7. Passport size color photograph (only requisite in JPEG format).

Business or natural days, months:

In case that the Applicant performs his or her registration and does not attach the documents listed in Guideline Thirteenth, or if said documents are not in PDF format, or if for some error or technological reason the files cannot be opened or read, the Federal Telecommunications Institute will notify the Applicant by electronic mail, and only once, allowing 5 business days from the date of notice to correct the omission; upon completion of the corresponding term without any response to the warning, the procedure will be deemed as concluded.

Amount

Payment must be made for the request study, and when applicable, for the accreditation revalidation according to the following fee: $2,838.73 (two thousand eight hundred and thirty-eight pesos 73/100 MXN).

Legal basis:

ACUERDO mediante el cual el Pleno del Instituto Federal de Telecomunicaciones fija el monto de los aprovechamientos que deberán cobrarse en el 2019, por la prestación de los servicios que, en ejercicio de sus funciones de derecho público realice por el estudio y, en su caso, por el otorgamiento y revalidación de acreditación de perito en materia de telecomunicaciones y/o radiodifusión, así como la acreditación de perito para una segunda especialidad, published on March 20, 2019 in the Diario Oficial de la Federación.

The Federal Telecommunications Institute will revalidate the corresponding Accreditation and update the National Accredited Experts Registry on the subject of telecommunications and broadcasting provided that the Applicant:  

1. Comply with the conditions and timeframe of the Invitation issued by the Federal Telecommunications Institute, during the month of March of each year, and

2. Access the Microsite and input the required information in the revalidation section within a term of 15 business days from the publishing of the Invitation.

 

Those Applicants that incur any of the following, may not obtain revalidation from the Federal Telecommunications Institute:

1. Having been subject to the penalty of suspension, discharge or disqualification due to administrative, civil or criminal responsibility of acts related to his or her performance as telecommunications and broadcasting expert, while such impediment lasts in accordance with applicable laws (example: accreditation revoked).

2. Provide false, altered or unprecise information in the documents attached or submitted as part of the accreditation procedure.

3. When the Administrative Unit of the Federal Telecommunications Institute in charge of Technical Opinions deems and documents that the Applicant for revalidation of Expert Accreditation issued Technical Opinions with defects and errors directly attributable to him or her, and

4. Do not comply with the stipulations of the Lineamientos para la Acreditación de peritos en materia de telecomunicaciones y radiodifusión.

The experts accredited by the Federal Telecommunications Institute may revalidate their accreditation every 2 years, from the previously obtain accreditation.
