Resolution by means of which the Plenary of the Federal Telecommunications Institute determines the accreditation of the implementation of the mechanisms to guarantee the principles referred to in the second paragraph of article 86 of the Federal Telecommunications and Broadcasting Law; 8 and Second Transitory, fraction VIII of the General Guidelines for the Granting of Concessions, which ensure: (i) editorial independence; (ii) financial management autonomy; (iii) guarantees of citizen participation; (iv) clear rules for transparency and accountability; (v) defense of its contents; (vi) financing options; (vii) full access to technologies and (viii) the rules for the expression of ideological, ethnic and cultural diversity.

Appropriate documentation, which allows this Institute to determine that the concessionaires for public use implemented the necessary mechanisms for the accreditation of the principles of: (i) editorial independence; (ii) financial management autonomy; (iii) guarantees of citizen participation; (iv) clear rules for transparency and accountability; (v) defense of its contents; (vi) financing options; (vii) full access to technologies and (viii) rules for the expression of ideological, ethnic and cultural diversity.

1. Guidelines or rulebook of operation of the Citizen Council.

2. Appropriate documentation that certifies the entire process of the creation of the Board.

3. Citizen.

4. Criteria of Editorial Independence.

5. Criteria for Citizen Participation.

6. Rules of Expressions of Ideological, Ethnic and Cultural Diversities.

7. Copy of the publication of the creation decree or, where appropriate, testimony or certified copy that contains the bylaws in which it is established that it is a decentralized body, autonomous body or body or entity that has its own legal personality and assets.

8. Copy of the publication of the decree of creation or applicable regulations that expressly endows the requesting public entity with administrative and financial management autonomy.

9. Document that describes the internal processes with which the legislation on transparency applies and describes the means of access to the information it has.

10. Description of the internal or external control and audit bodies with which it counts.

11. Acknowledging receipt of the registration in the Public Registry of Concessions of the Code of Ethics of broadcasting stations.

Acknowledgment of receipt of the registration in the Public Registry of Concessions of the Ombudsman.

12. Rules that describe the procedure, receipt of documentation, processing and monitoring of observations, complaints, suggestions, requests made by the hearing of the concessionaire that are in accordance with their rights provided in article 256 of the Federal Telecommunications and Broadcasting Law.

13. Documentation that accredits having a public budget.

14. Documentation that proves that it has or will have additional sources of financing under the terms of article 88 of the Federal Telecommunications and Broadcasting Law.

In this regard, it is important to note that the Federal Telecommunications Institute will attend, analyze and evaluate each application to demonstrate compliance with the mechanisms indicated in the second paragraph of Article 86 of the Ley Federal de Telecomunicaciones y Radiodifusión, specifically considering the legal, regulatory and administrative circumstances of each public concessionaire.
