Who?

 The concessionaires with frequency bands of the radio spectrum to provide the frequency modulation sound broadcasting service.


When or in what cases?

When interested in obtaining the authorization to install and operate an emergency equipment for the frequency modulation sound broadcasting station, in a different location (Emergency transmitter plant).

By means of a free document presented before the Filing Office of the Federal Telecommunications Institute.

The Federal Telecommunications Institute will issue an authorization letter for the installation of the antenna and transmitter plant for frequency modulation sound broadcasting with the technical characteristics of operation.

The granted authorizations will remain in effect until the expiration of the period for the concession of frequency bands of the radio spectrum of the frequency modulation station object of the procedure.

1. Prediction study of service areas, containing, among others, the power of operation, apparent radiated power, location of the radiator element (geographic coordinates), address of the station, directionality, height of the electric center.

2. Radiation pattern of the radiator system with at least 72 radials (Radiation diagram of the antenna in a graphic and tabular way).

3. Favorable opinion of the General Directorate of Civil Aviation assigned to the Ministry of Communications and Transportation

The technical studies must be endorsed by an expert in telecommunications with a specialty in broadcasting (accredited by the Federal Telecommunications Institute).

Amount

Rights will be paid according to the following fee: $ 10,937.83 (ten thousand nine hundred and thirty seven pesos 83/100 MXN), for the study of the application and documentation inherent to it, for the modifications to each station that require technical study, such as power, location of transmitting plant, installation and operation of complementary equipment of shade area and change of height of the electric center.

Legal basis:

Article 174-C, fraction VIII, of the Ley Federal de Derechos considering the expected update in the Modification to the Anexo 19 de la Resolución Miscelánea Fiscal  para 2018, published in the Diario Oficial de la Federación on December 21, 2018.

Considering the technical opinion issued by the Radio Spectrum Unit, the Concessions and Services Unit will regulate the following:

a) The Service Area produced by the complementary equipment does not exceed the contour of 60dBu, 57 dBu or 54 dBu, as appropriate to the class of station, of the service area registered by the Institute for the transmitting equipment of the sound broadcasting station FM

b) The complementary equipment is installed and operated, permanently, on the same frequency of the main transmitter of the FM broadcasting station.

General technical operating conditions.

Homologation. In accordance with the provisions of article 289 of the Ley Federal de Telecomunicaciones y Radiodifusión, all products, equipment, devices or devices destined for telecommunications or broadcasting that can be connected to a telecommunications network or make use of the radio spectrum must be homologated.

Article 289 of the Ley Federal de Telecomunicaciones y Radiodifusión, todo producto, equipo dispositivo o aparato destinado a telecomunicaciones o radiodifusión que pueda ser conectado a una red de telecomunicaciones o haga uso del espectro radioeléctrico deberá ser homologado.

The request must be addressed to the Concessions and Services Unit of the Federal Telecommunications Institute.

The granted authorizations will remain in effect until the expiration of the period for the concession of frequency bands of the radio spectrum of the station object of the request.

The bands of frequencies contained in the authorizations referred to in this Agreement may be subject to change or rescue by the Institute in the cases provided for in article 105 of the Ley Federal de Telecomunicaciones y Radiodifusión.
