Guideline Thirteenth, of the Lineamientos para la Acreditación de peritos en materia de telecomunicaciones y radiodifusión, published in the Federal Official Gazette on February 20, 2017, and its amendment on June 19, 2018.

Who?

Individuals holding a professional license on the subject of telecommunications, broadcasting, communications and electronics, electronics or equivalent or related subjects, with the capacity and experience to support standardization procedures and, when applicable, the obligations established in the Technical and Administrative Rules issued by the Federal Telecommunications Institute. 


When or in what cases?

When the Federal Telecommunications Institute publishes the corresponding invitation in its Website and the Federal Official Gazette, during the month of March of each year.

1. Through the website enabled by the Federal Telecomunications Institute, or

 

2. In acordance with the article Octavo Transitorio of the Lineamientos para la Acreditación de peritos en materia de telecomunicaciones y radiodifusión, as long as the Institute do not enables the website to present it online, you have to present it through the correspondant format at the facilities of the Federal Telecomunications Institute.

The Federal Telecommunications Institute:

1. Will assign an accreditation registration number;

2. Will issue the corresponding Accreditation and its certification of registration for 2 years, which will include name, photograph, validity and accreditation registration number, which will be notified by official document, and

3. Will register the Accredited expert on the subject of telecommunications and broadcasting in the corresponding National Experts Registry.

The experts accredited by the Federal Telecommunications Institute may revalidate their accreditation every 2 years, from the previously obtain accreditation. Therefore, any Accredited expert that desires to keep said accreditation shall perform the corresponding accreditation process.

In terms of article eighth transitory of the Guideline Thirteenth, of the Lineamientos para la Acreditación de peritos en materia de telecomunicaciones y radiodifusión, while the Microsite referred in Guidelines twelfth and thirteenth is not enabled, the interested parties shall provisionally submit Formats (Addendum C and Addendum D) to the Filing Office or by the electronic means enabled in the corresponding invitation.

1. Type of procedure being requested.

2. Applicant’s full name.

3. Address.

4. Contact data.

5. Education data.

6. Request place, and

7. Request date. 

This information will be required in the Microsite enabled by the Federal Telecommunications Institute for this purpose, and will be in terms of the Invitation published for this effect.

Addendum C of the Lineamientos para la Acreditación de peritos en materia de telecomunicaciones y radiodifusión.

Documents:

The following documents shall be attached in PDF format to start the telecommunications and broadcasting expert accreditation procedure:

1. Official identification with photograph (front and back).

2. Evidence of address issued within the last 2 months (water service, gas, or telephone receipt, property tax).

3. Professional license issued by the Higher Education Office of the Ministry of Public Education (SEP), for Bachelor’s Degree in Communications and Electronics Engineering, similar or equivalent.

4. When applicable, graduate education certificate issued by the SEP or any other document evidencing a Specialty and/or Graduate Education in Communications and Electronics, similar or equivalent.

5. When applicable, certification of being an active member of some telecommunications and broadcasting related Engineering Association, similar or equivalent.

6. Curriculum Vitae (according to Addendum D of the The Federal Telecommunications Institute will revalidate the corresponding Accreditation and update the National Accredited Experts Registry on the subject of telecommunications and broadcasting provided that the Applicant:  

1. Comply with the conditions and timeframe of the Invitation issued by the Federal Telecommunications Institute, during the month of March of each year, and

2. Access the Microsite and input the required information in the revalidation section within a term of 15 business days from the publishing of the Invitation.

 

Those Applicants that incur any of the following, may not obtain revalidation from the Federal Telecommunications Institute:

1. Having been subject to the penalty of suspension, discharge or disqualification due to administrative, civil or criminal responsibility of acts related to his or her performance as telecommunications and broadcasting expert, while such impediment lasts in accordance with applicable laws (example: accreditation revoked).

2. Provide false, altered or unprecise information in the documents attached or submitted as part of the accreditation procedure.

3. When the Administrative Unit of the Federal Telecommunications Institute in charge of Technical Opinions deems and documents that the Applicant for revalidation of Expert Accreditation issued Technical Opinions with defects and errors directly attributable to him or her, and

4. Do not comply with the stipulations of the Lineamientos para la Acreditación de peritos en materia de telecomunicaciones y radiodifusión.

) and, when applicable, if the Applicant deems convenient, the public version of the Curriculum Vitae as would be published in the Website of the Federal Telecommunications Institute in accordance with the stipulations of Guideline thirty-second.

7. Document or documents evidencing the experience or professional competences, for example, service or labor certifications issued by public or private entities, indicating the term of service, patents.

8. Any information of certification that the Applicant deems valuable to contribute to determine his or her abilities to be accredited as an expert on the subject of telecommunications and broadcasting before the Consulting Committee.

9. Payment receipt of the duties or exploitations determined by the plenary of the Federal Telecommunications Institute for the Accreditation of Experts  (know how to submit it before the Institute).

10. Passport size color photograph (in JPEG format).

Business or natural days, months:

In case that the Applicant performs his or her registration and does not attach the documents listed in Guideline Thirteenth, or if said documents are not in PDF format, or if for some error or technological reason the files cannot be opened or read, the Federal Telecommunications Institute will notify the Applicant by electronic mail, and only once, allowing 5 business days from the date of notice to correct the omission; upon completion of the corresponding term without any response to the warning, the procedure will be deemed as concluded.

Amount

 

Payment must be made for the request study, and when applicable for the expert accreditation for the first time according to the following fee:            $6, 662.22 (six thousand six hundred and sixty-two pesos 22/100 MXN).

ACUERDO mediante el cual el Pleno del Instituto Federal de Telecomunicaciones fija el monto de los aprovechamientos que deberán cobrarse en el 2019, por la prestación de los servicios que, en ejercicio de sus funciones de derecho público realice por el estudio y, en su caso, por el otorgamiento y revalidación de acreditación de perito en materia de telecomunicaciones y/o radiodifusión, así como la acreditación de perito para una segunda especialidad, published on March 20, 2019 in the Diario Oficial de la Federación.

The Federal Telecommunications Institute will accredit as expertes on the subject of telecommunications and broadcasting those Applicants who have satisfactorily complied with the terms, requisites and process of accreditation established in the Invitation issued for such effect.

Those Applicants that incur any of the following, may not obtain accreditation from the Federal Telecommunications Institute: 

1. Having been subject to the penalty of suspension, discharge or disqualification due to administrative, civil or criminal responsibility of acts related to his or her performance as telecommunications and broadcasting expert, while such impediment lasts in accordance with applicable laws (example: accreditation revoked). 

2. Provide false, altered or unprecise information in the documents attached or submitted as part of the accreditation procedure.  

3. Do not comply with the stipulations of the The Federal Telecommunications Institute will revalidate the corresponding Accreditation and update the National Accredited Experts Registry on the subject of telecommunications and broadcasting provided that the Applicant:

Experts in telecommunications and broadcasting may be accredited for both specialties simultaneously: telecommunications and broadcasting.

To this purpose, the Applicant shall request the corresponding accreditation for each specialty and satisfactorily comply with the respective Expert Accreditation Procedure.
